Proulx, Director of Facilties Management Ward(s) Involved: Date of Report: February 2, 2006 Report No.: CRPS 06-022 Subject: PROPOSED CLOSURE OF DELTA STREET -SCHEDULE "B" CLASS EA STUDY RECOMMENDATION: That Council approve the closure of Delta Street from Floral Crescent to Sydney Street. REPORT: Please find attached a report from MTE Consultants, which has been reviewed and supported by Property Management Committee and Asset Management Committee. In late 2004, staff were approached by owners of Rockway Holdings Inc. to consider closing Delta Street to allow the sale of the lands to adjacent property owners. They indicated that they are considering a residential development and that they felt that owning frontage onto Rockway Golf Course would be an asset for marketing of their development. Staff retained MTE Consultants to undertake a Schedule "B" Class Environmental Assessment to study the proposal, to engage nearby property owners and to solicit their comments on the proposal to close Delta Street and sale of surplus lands. The report contains a recommendation to close Delta Street. If Council approves the recommendation, a "Notice of Completion" will be advertised in the K-W Record on February 17, 2006. The public has an additional (30) thirty days from this notice to question or try to stop the process. ...12 February 2, 2006 Page 2 If all issues are satisfactorily addressed and no MOE orders as a result of appeals are received after the 30 day period, the report is considered approved. At that stage staff would report to Council proposing to move ahead with the By-law for road closure and other related issues to allow for sale of lands and redevelopment as a consequence. In addition, the City owns a 20 foot wide strip immediately adjacent to Delta Street. I will be reporting later to propose these lands be declared surplus to the City's needs so that these lands can be sold in conjunction with portions of Delta Street.
