HARRY CLASS POOL 2006 UPDATE

Summer 2005 Pool Repair
In June 2005 the opening of Harry Class pool was delayed due to a crack in a section of the
pool's pipes, located under the concrete deck towards the deep end of the pool. Recognizing
the need to complete the repair work as quickly as possible, staff hired an outside contractor to
remove the section of the deck, investigate if there was further pipe damage, and make the
necessary repair. Initial investigations showed there was no other pipe damage, however once
the repair was completed, staff re-pressurized the water system and found further pipe damage
not visible during the initial testing, towards the shallow end of the pool. As a result, staff found
it necessary to completely replace the pipes surrounding the pool. As part of this repair, the
piping was upgraded to schedule 80 PVC and increased in size to allow better flow of water
throughout the pool.
The pool re-opened the last weekend of July 2005 and was in operation for the remainder of the
summer. The total cost of the repairs, materials and labour, came to $62,190. Throughout the
remainder of the summer the pool filter systems, all plumbing and heating systems, and
chemical systems were operating fully and meeting all requirements of the provincial pool
regulations.
Harry Class Facility Audit
The only outstanding issue from the 2005 pipe repair is the installation of diving board frames,
removed during the pool deck replacement. This will be completed during the 2006 spring pool
opening. Other than this, facilities management staff completed a facility audit of the Harry
Class pool and do not anticipate any additional maintenance needs, to open the pool for 2006,
above the maintenance traditionally completed annually during spring start-up.

Although the audit did not reveal any major maintenance requirements to operate for the 2006
season, it did bring into focus the condition of the facility. Harry Class pool is a heritage building
that has been operating for 75 years, opening in 1931 as the first municipal pool. Although a
number of major repairs have been made to the pool throughout the years to keep it
operational, there have not been any renovations made to the facility to modernize, increase the
functionality or ensure the facility remains a jewel within the community.
Long Term Plans
The Leisure Facilities Master Plan suggests that outdoor pools in general are always widely
valued by the community. The Harry Class pool in particular is significantly valuable in the
community, due to its size and location. It not only services the downtown core, but also the
north and west sides of the City. Although the master plan does not recommend any additional
outdoor pools, it does suggest that the current three pools should be maintained in their current
format.
Resulting from the facility audit, staff has identified renovations that could be completed to make
Harry Class pool more functional for the modern family as well as improve its condition and
maintain its look. It is anticipated that staff will bring a detailed report back to Council in the fall,
outlining potential renovations and improvements, including costs, to be considered by Council
in the ten year capital forecast.
FINANCIAL IMPLICATIONS:
No financial implications above the regular maintenance costs are expected for the 2006
season.
