Riordan, Administrative Assistant Ward(s) Involved: 4 Date of Report: March 27, 2006 Report No.: CRPS-06-047 Subject: Declare Land Surplus to the City's Needs for Road Widening Along Ottawa Street South to Implement a Westbound Turn Lane RECOMMENDATION: That the sliver of land running parallel with Ottawa Street South approximately 1,373 square feet, more particularly described as Part of Lot 1, Municipal Complied Plan No. 1022 and Part of Lot 4, Municipal Compiled Plan No. 1021 to be described on a reference plan, be declared surplus to the City's needs; and, That Legal Services be directed to transfer the said lands to the Regional Municipality of Waterloo at the price of $7,100 to accommodate a westbound left turn lane on Ottawa Street into the proposed westerly access of the Craft Development; and further, That all costs associated with this transaction are to be borne by Craft Development; and further, That the Mayor and Clerk be authorized to execute any necessary documentation satisfactory to the City Solicitor. BACKGROUND: Craft Development is in the process of developing land at the southwest corner of Ottawa Street South and Strasburg Road. In order to do so, the Region is requiring Craft Development to procure lands to facilitate a westbound turn lane into their proposed access. REPORT: The City was approached by Craft Development requesting that a strip of land along the north side of Ottawa Street South be conveyed to the Regional Municipality of Waterloo to develop a westbound turn lane into the proposed westerly access of the Craft Development, known as 795 Ottawa Street South. The subject property is shown on the attached maps. ...12 March 27, 2006 Page 2 This request has been discussed at Property Management. The committee recommends that the land be declared surplus to the City's needs and be conveyed to the Regional Municipality of waterloo for the purpose of widening the road. At its expense, Craft Development retained Edward C. Kennedy & Associates Commercial Real Estate Appraisers to evaluate the said lands. Based on their investigation they have indicated a market value of $7,100. A surveyor has been retained by Craft Development to describe the said lands on a reference plan. FINANCIAL IMPLICATIONS: All costs for this conveyance will be paid by Craft Development. Funds received by this transaction will be put into the Asset Management Reserve. L.
