HomeMy WebLinkAboutCRPS-06-063 - Amendment to Chapter 712 (Cross Bows)l K KR Corporate Services REPORT Report To: Finance and Corporate Services Committee Date of Meeting: May 1, 2006 Submitted By: Shayne Turner, Interim General Manager of Corporate Services Prepared By: Shayne Turner, Director of By-law Enforcement Wards} Involved: South Ward Date of Report: April 25, 2006 Report No.: CRPS-06-063 Subject: AMENDMENT TO CHAPTER 712 (CROSS BOWS) RECOMMENDATION: That a by-law be enacted to amend Chapter 712 (Cross Bows) of the City of Kitchener Municipal Code to replace Schedule A of that Chapter relating to designated areas of the City where cross bow hunting is permitted and to change the Schedule reference from the prohibited area to the permitted area BACKGROUND: The City passed Chapter 712 (Cross-Bows -Long-Bows) in 1991. Schedule A to that by-law is a map showing the areas in the municipality where hunting with cross-bows and long-bows is prohibited. Since 1991 the City has grown substantially and Development and Technical Services staff routinely review anticipated growth in areas in proximity to the area of the City where such hunting is permitted. As a result, Schedule A of the Chapter is reviewed annually and revised accordingly. REPORT: Bow hunting is generally accepted as necessary to help control the deer population within the municipality. However, it is staff's position that such hunting is incompatible with the extended residential development. Planning staff have reviewed the Schedule to the by-law to redefine the limits wherein bow hunting is permitted. The attached map extends the prohibited area to include those areas where development has already occurred and those areas where development is planned within 3 years. Staff are proposing to change the focus of Schedule to make it somewhat more clear. The existing Schedule depicts the prohibited area which is much larger that the permitted area. Thus, the map must include all lands within the City. The attached map is what staff is proposing, which depicts the permitted area and may be more clear to users. FINANCIAL IMPLICATIONS: None identified at this time. COMMUNICATIONS: No Corporate Communications required. CONCLUSION: Based on actual and anticipated development in proximity to the lands within the City where cross-bow or long-bow hunting is permitted, staff feel it is appropriate to amend Schedule A to Chapter 712 (Cross-bows -Longbows) which will decrease the size of the area in which hunting is permitted. In addition, staff are proposing to change the focus of the Schedule from the "prohibited area" to the "permitted area" in order to make the map somewhat more clear and user friendly.
