Gosse, Director of Legislated Services/City Clerk Prepared By: Patricia Harris, Manager of Licensing Ward(s) Involved: 6 Date of Report: May 8, 2006 Report No.: CRPS-06-079 Subject: REQUEST TO SELL ALCOHOL IN PARKING LOT #7 - 91 QUEEN STREET SOUTH RECOMMENDATION: That the request from Kevin Callum owner of Sharper Images to sell alcohol in Parking Lot #7 at 91 Queen Street South during a customer appreciation event be denied. BACKGROUND: Council Policy I-325 (Municipal Alcohol Policy -Special Occasion Permits) states in Section 1.(c) that all City of Kitchener open parks, sports fields...and related areas such as parking lots be designated as not suitable for Special Occasion Permit (or liquor licensed events) unless it is a municipally approved event in a clearly designated and restricted area. REPORT: Attached is a letter from Kevin Callum owner of Sharper Images at 91 Queen Street South Unit #2 requesting permission to hold a customer appreciation event in Parking Lot #7 at 91 Queen Street South on Sunday, July 9, 2006. The event would include a free barbecue but he would be charging for the alcoholic beverages. Parking Operations have been informed of this request and have several concerns. Although parking is free on Sunday, the City is still responsible for the parking lots. Monthly customers must be given access to their spaces if required. Concern has been expressed that cars travelling in and out of the parking lot could pose a hazard to individuals standing in the parking lot consuming alcohol. In the past the sale of alcohol has not been permitted in city owned parking lots unless it has been a municipally approved event. FINANCIAL IMPLICATIONS: None.
