Subject: EXEMPTION TO CHAPTER 450 (NOISE) - KYAC AND
UNITY JAM
RECOMMENDATION:
That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code be granted to
the Kitchener Youth Action Council on Friday August 25, 2006, between the hours of 5:30 P.M.
and 11:30 P.M. for the 4t" Annual Unity Jam to be held in the Civic Square.
BACKGROUND:
KYAC is a group of volunteers between the ages 15 and 24 who work in collaboration with the
City of Kitchener Community Services Department to raise awareness and organize positive
youth action to address issues facing youth in our community. Participants work together on
specific tasks in what KYAC calls action groups. Currently there are three action groups: Youth
Awards and Recognition, Youth Special Events/ Inclusion, and Youth Issues.
REPORT:
The KYAC Special Events Action Group are planning their 4t" Annual Unity Jam concert, a
youth music festival featuring local youth musicians and artists. The event is planned to take
place on Friday August 25t"from 5:30 pm to 11 pm in the City of Kitchener Civic Square.
KYAC is requesting an exemption from the Noise By-law until 11:30 pm that night. The nature of
the noise that will be produced is live music, crowds (last year we had approximately 300 people
attend the event) and skateboarding. The permanent stage in Civic Square will be used and the
speakers will face into Civic Square allowing for most sounds to be blocked by City Hall
buildings. All local businesses will be notified of the event through letters and through
announcements to the Kitchener Downtown Business Association.
KYAC projects give youth the opportunity to gain experience such as leadership, oral and
written communication, event planning, media outreach, research, public speaking and
presentations. Not only does KYAC provide skills for future success. Members are also working
towards a common goal of improving views on youth and shedding negative stereotypes.

None identified at this time.

CONCLUSION:
Events in the past have proved to be very successful in raising awareness about the talented
and diverse youth of our communities. Youth involvement is a key aspect of any health
community, KYAC fulfills a need, inspiring and empowering youth to make a difference.
Based on the circumstances surrounding this event, the By-law Enforcement Division does not
object to this request for an exemption.
