HomeMy WebLinkAboutCRPS-06-148 - Exemption to Chapter 450 (Noise) - Kiwanis Club - Memorial Auditoriuml K KR Corporate Services REPORT Report To: Finance and Corporate Services Committee Date of Meeting: October 2, 2006 Submitted By: Troy Speck, General Manager of Corporate Services Prepared By: Shayne Turner, Director of By-law Enforcement Wards}Involved: Bridgeport-Centre Date of Report: September 27, 2006 Report No.: CRPS-06-148 Subject: EXEMPTION TO CHAPTER 450 (NOISE) - KIWANIS CLUB - MEMORIAL AUDITORIUM RECOMMENDATION: That an exemption to Chapter 450 (Noise} of the City of Kitchener Municipal Code be granted to the Kiwanis Club for their HIP HOP concert, at the Kitchener Memorial Auditorium, on October 12, 2006, provided the organizers adhere to the agreed upon acoustic settings as outlined in Report #CRPS-06-148, dated September 27, 2006. BACKGROUND: At the September 18t" meeting of the Finance and Corporate Services Committee, Report # CRPS-06-143 was discussed. This report related to an approval for all events at the various festival halls during this year's Oktoberfest Festival. All but 1 specific event was approved. The HIP HOP night, being planned by the Kiwanis Club at the Memorial Auditorium on October 12th, was not approved, pending further discussions with the event organizers and area residents, relating to noise concerns experienced during last year's festivities. REPORT: Staff, event organizers and the area residents met on September 19th to review an action plan developed by the event organizers that was aimed at mitigating the concerns raised last year. The organizers are planning to control the decibel levels as well as capping certain settings on the speaker system that will reduce the vibrations felt by the bass in the music. Several sound tests were conducted, with inspection taking place at the subject residential addresses. The residents indicated that the noise and vibrations, although noticeable, had decreased. They appeared to be satisfied that, provided the levels they experienced during the tests would be maintained throughout the event, they would not object to the requested exemption. The following data represents the acoustic settings that have been confirmed by the event organizers as those that were produced during the test period on September 19t" meeting,. As such, the exemption should be conditional upon adherence with these settings: 4 SB1000 in front, 2 in rear. Rear subwoofers placed 47 inches from front (grill to grill}. Parametric EQ settings at 51.1 hz, Q 3.408, -12 db. Highpass at 45.5 hz Outer subwoofers delayed at 3.08 feet, rear subwoofers delayed at 5.89 feet, reverse polarity On the night of the event, a protocol will be in place in order to respond to any concern that may be received. In addition, members of the Kiwanis organizing committee have indicated that they will actively monitor the residential area. FINANCIAL IMPLICATIONS: None identified at this time. COMMUNICATIONS: No Corporate Communications required. CONCLUSION: Based on the circumstances surrounding this event, and provided there is adherence to the acoustic settings indicated in this report, the By-law Enforcement Division does not object to this request for an exemption.
