BACKGROUND: Transportation Planning has received a request from an area resident to review the existing on- street parking regulations on College Street from Ahrens Street to Weber Street West. At the present time, as shown on the attached plan, on- street parking is prohibited at anytime on the west side of College Street from Ahrens Street to Weber Street West. On the east side of College Street, on- street parking is permitted for two (2) consecutive hours from 6:00 a.m. to 12 midnight and is prohibited anytime from January 1 to March 31, as outlined in the City of Kitchener Uniform Traffic By -law No. 2000 -159. REPORT: This request cited that, with the recent post- secondary school development in the area, a problem exists with vehicles parking on College Street for more than the allowable two (2) hours. Therefore, Transportation Planning decided to survey the residents in response to the request to review the existing on- street parking regulations. A parking questionnaire was delivered to the residents of College Street on November 30, 2005 asking them for their preference regarding a proposal to implement a one (1) hour parking limit from 8:00 a.m. to 6:00 p.m., Monday to Friday from April 1s' to December 31St on the east side (odd number side) of College Street from Ahrens Street to Weber Street West. This reduced time limit will allow for more effective enforcement, while still maintaining short term parking for residents' visitors. Questionnaires delivered: 17 In favour 8 (80% of responses) Opposed 2 (20% of responses) TOTAL 10 (58.8% response) As indicated above, of the ten (10) responding residents, eight (8), or 80 %, are in favour of the proposal to permit on- street parking for one (1) hour on the east side of College Street from Ahrens Street to Weber Street. Therefore, Transportation Planning recommends that on- street parking be permitted for one (1) hour from 8:00 a.m. to 6:00 p.m., Monday to Friday from April 1s' to December 31s' on the east side College Street from Ahrens Street to Weber Street West and that the City of Kitchener Uniform Traffic By -law be amended accordingly. FINANCIAL IMPLICATIONS: The approximate cost for signing including installation, for the roadway is $500 and will be taken from the existing sign maintenance budget.
