TENDON REPAIRS — CONSULTANT SELECTION
RECOMMENDATION:
That Council waive the consultant selection process and award the 2006 Duke and Ontario
Garage Post - Tensioning Tendon Structural Engineering Services to Read Jones
Christoffersen Ltd.
BACKGROUND:
City Council has approved $1,225,000 in the 2006 Capital Budget to undertake structural
repairs in the Duke and Ontario Parking Garage which will include the replacement of the post
tensioning tendons on the P3 north, P4 south and P6 south levels. This work will also include
the repair of any delaminated concrete and the installation of a new waterproofing membrane on
these levels.
REPORT:
Read Jones Christoffersen Ltd (RJC) has been undertaking the structural analysis of the Duke
and Ontario Garage with specific focus on the post tensioning tendons. There is considerable
merit in using the same structural engineers since they are one of the leading firms in the
industry with extensive experience related to post tensioning structures. They are also familiar
with the Duke &Ontario Garage, the history of the repairs and monitoring programs and can
undertake the work with minimal start -up costs. RJC has been the structural engineering
consultant for the 2005 repair program. The engineering fees will be negotiated in consultation
with the Director of Purchasing and the City Solicitor and in accordance with accepted industry
rates as recommended by the Consulting Engineers of Ontario.
Given the nature of the work and the benefits of continuity that RJC provide, it is our
recommendation that Read Jones Christoffersen be awarded the 2006 Duke and Ontario
Garage Post Tensioning Tendon Structural Engineering Services and that Council waive the
consultant selection process.

The selection of the General Contractor to perform the actual repairs would be tendered through
the normal process.
