REVISIONS TO THE URBAN DESIGN POLICY
RECOMMENDATION:
That the Urban Design Awards judging panel be expanded to include a local Urban Planner and
a local Professional Engineer/Certified Engineering Technologist (Civil Discipline), and further
that an Urban Design Finalist award be added to the list of types of awards.
REPORT:
Staff is recommending the addition of a local Urban Planner and a local Professional
Engineer/Certified Engineering Technologist (Civil Discipline) to the judging panel. Both these
professions play an important role in the design and development of any site. Their contributions
play a key role in the layout, servicing and grading of the site. The addition of these two
professions to the judging committee will further strengthen the committee and provide a
stronger representation of the professions involved in the urban design process.
A third type of Urban Design award is being proposed. The third type of award is "Urban Design
Finalist" which recognizes projects worthy of submission to the final judging committee that did
not receive either an "Award of Excellence" or an "Award of Merit". This award was given out at
the previous awards ceremony and was a huge success. Previously short listed
Owners/Developers that did not receive either an Award of Excellence or an Award of Merit left
the Council Chambers visibly disappointed at the Awards Program, and expressed their
displeasure to their consultants for not receiving an award when invited to the ceremony. This
awards program is to honour those people and projects which enhance our everyday life, to
promote awareness of planning and design issues and encourage high quality development. By
not recognizing these we do not fully recognize the contributions each finalist brings to the
awards program.
For clarification purposes, the following team members will be eligible to receive an award for
the next Urban Design Awards program:
. Owner/Developer
. Urban Planner
. Professional Engineer/Certified Engineering Technologist (Civil Discipline)
. Architect
. Landscape Architect
. General Contractor
FINANCIAL IMPLICATIONS:
The costs of awards for the Urban Design Finalists are expected to amount to $1250.00 and are
included in the 2006 awards budget.
CONCLUSION:
That Council approve the recommendations as noted.
