2005 ANNUAL REPORT - DELEGATED APPROVAL
AUTHORITY
RECOMMENDATION:
1. That Report DT8-06-025 be received for information; and
2. That Report DT8-06-025 be submitted to the Regional Municipality of Waterloo in
fulfilment of Clause 22.1 of the Administrative Agreement between The City of
Kitchener and the Regional Municipality of Waterloo regarding delegated
authority:
EXECUTIVE SUMMARY:
In accordance with Regional By-law Number 97-061, the City of Kitchener is required to
"provide the Regional Commissioner of Planning and Culture with an annual statistical
report on the number and status of plans of subdivision, plans of condominium and part-
lot control exemption by-laws and the number and type of units permitted by the
approval for the preceding year."
In addition, in accordance with Kitchener's Delegation By-law 2002-164, the Director of
Planning is required to provide summary reports quarterly to inform Council of all
applications approved by the Director of Planning. As in past years, the Planning
Division has found it most appropriate given the number of approvals, to provide a
summary of the entire year's activity in one report.

In summary, there were a maximum of 740 lots/blocks draft approved in 2005. The intended land

B. 2005 PART LOT CONTROL EXEMPTION BY-LAWS
In 2005, the Planning Division received 39 applications for Part Lot Control Exemption. Of these,
33 by-laws were adopted and six applications were deferred until February, 2006. In addition, four
by-laws were adopted from 4 applications for Part Lot Control Exemptions previously deferred
from 2005.
A total of 6 easements were created through the part lot control process in 2005. There were 174
lots created intended for 46 single detached, 5 Singles/Semis, 11 Singles/Street Townhouses,
and 112 Street Townhouses. Three by-laws were adopted for the purpose of lot line adjustments.
C. 2005 CONSENTS
A total of 64 consent applications were received in 2005. A total of 55 applications were approved
and 9 deferred to 2006. No applications were refused. The applications had the following results
(recognizing that some applications have more than one purpose):
· 26 new lots
· 2 new blocks
· 9 lot line adjustment/lot additions
· 2 for the purpose of creating easements/rights-of-way
· 1 lease agreement

EINANCIAL IMPLICATIONS:
None arising from this report, however, all plan registrations result in ongoing operational
costs for the maintenance of open space, storm water management, parks, streets,
walkways, and underground services.
