HomeMy WebLinkAboutDTS-06-027 - Street Renaming - Portion of Bankside DrJ Kd LR Development& Technical Services 6 REPORT Report To: Mayor and Members of Council Date of Meeting: February 13, 2006 Submitted By: Rob Browning, Interim General Manager, DTS Department Prepared By: Brandon Sloan, Planner Ward(s) Involved: Ward 6 Date of Report: February 9, 2006 Report No.: DTS -06 -027 Subject: STREET RENAMING PORTION OF BANKSIDE DRIVE BACKGROUND: In September 2003, Council approved in principle the renaming of a portion of Bankside Drive, west of Westforest Trail to `Westmeadow Drive' (Report No. DTS 03 -163 — attached as Appendix "B "). On January 30, 2006 a delegation was made at Council from a new resident of this portion of Bankside Drive regarding the formal by -law for the street renaming. Staff presumes the previous property owner did not advise the new purchaser of the pending address change. The by -law was deferred pending further information regarding, O the timing of the by -law coming forward relative to the original approval; and © the implications of applying the name change at the start of the subdivision to the west that is currently under construction (presumed to be the Sunvest subdivision 30T- 01202). REPORT: O Timing As previously identified in the Sept. 8, 2003 DTS Committee minutes (excerpt attached as Appendix "A "), "a name change would not come into effect until the street within the subdivision and the adjacent subdivision was fully constructed ". Staff brought the name change issue to the attention of Council at the time that two new subdivisions to the west of Bankside/Westmeadow Drives were being considered for approval. It was identified that the formal address changes were not required right away as the naming issue was related to the construction of that portion of the street that would connect Bankside and Westmeadow Drives. At the time, a delegation representing the health office on the corner of Bankside/Westmeadow expressed some concern with the name change regarding notifying their patients and changing their stationary. The timing of Council considering it in 2003 and the length of time expected to begin construction of the street in the new subdivisions was considered to be a few years, which would allow sufficient time for the health office to prepare for the change (see excerpt of Sept. 15, 2003 Council minutes attached as Appendix "C "). The engineering works are being installed for the new street and it is expected to be paved generally around May of 2006. Therefore, the timing was right to bring the formal street renaming by -law forward in advance of the new street being opened sometime this year. © Street Renaming Options As per the previous 2003 DTS report, several options for the renaming were considered. The suggestion to consider changing the street name at the point that the new subdivision lots begin is potentially more detrimental than Option #3 that was previously considered for the following reasons: • Emergency response personnel do not expect this scenario and definitely do not prefer this option — it was identified that potential response time in this area should not be compromised. • Changing a street name mid - street (ie. one property to the next) is not expected by motorists or residents and could lead to confusion and problems. • Additional signage requirements. The street sign could be missed at night. There are two existing situations similar to this and neither is preferred by emergency services. � Potential liability for the City This option would be the most extreme deviation from Council's recently approved new Street Naming Policy Also, as identified in the 2003 report, it has not been Council's practice to provide compensation to affected property owners.
