HomeMy WebLinkAboutDTS-06-031 - Heavy Truck Routes - Grand River West Business Park1 Kd LR Development& Technical Services 6 REPORT Report To: Development &Technical Services Committee Date of Meeting: March 27, 2006 Submitted By: John McBride, Director of Transportation Planning Prepared By: Dennis Lopes, Traffic Technologist (741 -2369) Ward(s) Involved: Bridgeport — Centre Ward (1) Date of Report: February 16, 2006 Report No.: DTS 06 -031 Subject: HEAVY TRUCK ROUTES — GRAND RIVER WEST BUSINESS PARK RECOMMENDATIONS: That the following roads be designated as 24 hour heavy truck routes: • Bingemans Centre Drive —from Victoria Street North to Shirley Avenue • Shirley Drive —from Victoria Street North to Bingemans Centre Drive • Shirley Avenue — from Wellington Street North to Bingemans Centre Drive; and further, That the Uniform Traffic By -law be amended accordingly. BACKGROUND: Upon review of the City of Kitchener 5s truck routes, it was discovered that there are areas that should be established and designated as truck routes to provide a serviceable system to the City of Kitchener 5s Grand River West Business Park. These streets are generally used by truck traffic although there is no formal truck route in place on these streets. REPORT: The Grand River West Business Park is a new developing industrial park with typical uses (office, recreational, industrial) within the Bridgeport — Centre Ward. As outlined in the City of Kitchener Municipal Plan, Bingemans Centre Drive, Shirley Drive and Shirley Avenue are designated as major collector roadways. The functions of these roadways are to collect and distribute traffic between local streets, other collector roads and the arterial road system, as a primary function to carry through traffic between neighbourhoods. Bingemans Centre Drive, Shirley Drive and Shirley Avenue are an integral part of the street network for truck traffic to access the area, yet, according to By -law 2000 -159, these roadways are not designated as heavy truck routes. These roads are already frequently used by truck traffic requiring access to the Grand River West Business Park. No residential houses are located on Bingemans Centre Drive, Shirley Avenue and Shirley Drive, and these roadways are designed and intended to carry truck traffic. In this regard, Transportation Planning recommends that Bingemans Centre Drive, Shirley Drive and Shirley Avenue be designated as 24 hour heavy truck routes to maintain consistency and accessibility within the City of Kitchener's truck routing network. FINANCIAL IMPLICATIONS: The approximate cost for signing including installation, for the roadways is $500 and will be taken from the existing sign maintenance budget.
