437 PIONEER TOWER ROAD
PROPOSED INSTALLATION OF HYDRO METER AND
VENTILATION PIPE ON EXTERIOR OF DRIVE SHED
RECOMMENDATION:
That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application
HPA 2006 -IV -002 (437 Pioneer Tower Road) be approved, to permit the installation of a hydro
meter and plumbing ventilation pipe as shown on the illustrations submitted with the application.
BACKGROUND:
The Development and Technical Services Department is in receipt of Heritage Permit
Application HPA 2006 -IV -002. The applicant is seeking Council's permission to install a hydro
meter and plumbing ventilation pipe on the exterior of the drive shed at 437 Pioneer Tower
Road.
Subject property
REPORT:
The subject property is located on the south side of Joseph Schoerg Crescent in the Pioneer
Tower West community, and is subject to a Heritage Conservation Easement Agreement and
designation under Part IV of the Ontario Heritage Act. The applicant wishes to install utility
fixtures to the exterior of the drive shed. The one - and -a -half storey banked structure has a stone
foundation, board - and - batten exterior, front -gable roof clad with asphalt shingles, rectangular
six - over -six sash windows, round - headed windows in both gable ends and three sliding doors.

The proposed work involves installation of a new hydro meter on the west elevation
approximately in the middle of the facade. A restroom is to be installed on the interior, therefore
the applicant is required to install a ventilation pipe which will extend approximately 18 -24
inches from the roof and will be made of ABS (2 -1/2 inches in diameter) or copper (3 -inch
diameter).

The applicant was requested to consider locating the hydro meter on the east or rear elevations
which are generally not as visible to the public. However, the applicant advised that due to
technical constraints and need to repair the stone foundation on the rear elevation; the meter
would have to be located on the proposed (west) side. Staff also requested that the applicant
consider a method of concealing the meter such as enclosing it in a box. Subject to approval
from Hydro, the applicant has agreed to enclose the hydro meter in a box made of barn board.
FINANCIAL IMPLICATIONS:
None.
CONCLUSION:
The proposed work is minor in nature and will, subject to approval from Hydro, include
measures to disguise the hydro meter so that it will not detract from the heritage character of the
drive shed. Accordingly, staff recommends approval of HPA 2006 -IV -002.
