HomeMy WebLinkAboutDTS-06-037 - No Stopping - Greenbrook Drive/Kingswood Drive/Schneider Avenue1 Kd LR Development& Technical Services 6 REPORT Report To: Development and Technical Services Committee Date of Meeting: March 6, 2006 Submitted By: John McBride, Director of Transportation Planning Prepared By: Barry Cronkite, Traffic Technologist (741 -2738) Ward(s) Involved: Fairview — Gateway Ward (3) Forest — Rockway Ward (5) West — Victoria Park Ward (6) Date of Report: February 27, 2006 Report No.: DTS 06 -037 Subject: NO STOPPING — GREENBROOK DRIVE /KINGSWOOD DRIVE /SCHNEIDER AVENUE RECOMMENDATIONS: That stopping be prohibited at anytime on the both sides of Schneider Avenue from Queen Street to a point 35 metres west thereof, and further; That stopping be prohibited at anytime on both sides of Kingswood Drive from a point 100m east of Alpine Road to a point 60 metres east thereof, and further; That stopping be prohibited at anytime on the both sides of Kingswood Drive from a point 25 metres west of Appalachian Crescent (east intersection) to a point 35 metres west thereof, and further; That stopping be prohibited at anytime on the both sides of Kingswood Drive from a point 15 metres north of Roberts Crescent (south intersection) to a point 35 metres north thereof; That stopping be prohibited at anytime on the both sides of Kingswood Drive from a point 25 metres west of Selkirk Drive to a point 60 metres west thereof, and further; That stopping be prohibited at anytime on the both sides of Greenbrook Drive from Farmbrook Place to a point 35 metres south thereof, and further; That stopping be prohibited at anytime on the both sides of Greenbrook Drive from a point 45 metres north of Stoneybrook Drive to a point 60 metres north thereof, and further; That stopping be prohibited at anytime on the both sides of Greenbrook Drive from a point 25 metres south of Birchcliffe Avenue to a point 25 metres north of Birchcliffe Avenue, and further; That stopping be prohibited at anytime on the both sides of Greenbrook Drive from a point 35 metres north of Lakeside Drive to a point 60 metres north thereof, and further; That the Uniform Traffic By -law be amended accordingly. BACKGROUND: In April 2005, Paradigm Transportation Solutions Ltd. was retained to conduct a Class "B" Environmental Assessment for Greenbrook Drive, Kingswood Drive and David Street /Schneider Avenue, as these streets were identified the highest priority on the traffic calming priority list. The priorities are defined by a number of factors which include, but are not limited to volume, collisions and speed. In the summer /fall of 2005, these studies were completed and their recommendations were presented to Council for approval. The recommended plans were approved by Council and the measures recommended therein were approved to be installed on a temporary basis, to measure their effectiveness before committing to permanent installation. REPORT: The installation of the temporary traffic calming measures will reduce roadway widths to a point that the parking or stopping of vehicles would restrict traffic flow, thereby making the roadways impassable. Therefore, Transportation Planning is recommending that stopping be prohibited on Greenbrook Drive, Schneider Avenue and Kingswood Drive in the areas of the traffic calming measures, to provide safe and efficient traffic flow. FINANCIAL IMPLICATIONS: The approximate cost to appropriately sign the roadway is $1500, including materials and installation and will be taken from the existing sign maintenance budget.
