Subject: 2006 SOLE SOURCING FOR PAVEMENT MANAGEMENT
DATA COLLECTION
RECOMMENDATION:
That the City of Kitchener wave the consultant selection process and engage the
services of Stantec Consulting in order to complete the 2006 pavement condition update.
EXECUTIVE SUMMARY:
The City of Kitchener currently utilizes the Stantec software tool referred to as the Super
Pavement Management System version 1.43. This software program is our primary expert
pavement analysis system which is used to determine budget and rehabilitation scenarios for
the development of the 10 year Annual Roads Resurfacing Program. This software also fully
integrates with the corporate database structure and is flexible for future implementation into the
replacement IIMS system in order to provide feedback for a fully integrated and prioritized 10
year Capital forecast. As the pavement condition data plays an important role for planning of
both programs, it is required that the data is routinely updated and integrated into the system.
BACKGROUND:
Research was completed by staff in order to investigate the feasibility of putting this data
collection work out under a Request for Proposal scenario. Subsequent investigation revealed
this to be inefficient and cost prohibitive. As with many other similar types of Pavement
Management software, the manner in which the digital data is collected in the field and
formatted is specific to the software. The Stantec software currently owned by the City has a
specific digital data table structure and a specific collection format which are proprietary to
Stantec. Subsequently, the software decision made by the client for pavement analysis links the
client to future pavement data collection by this same company in order to be cost effective.
Some key components with our research and this decision process included: unique video
delivery tied to centre -line structure id's, local presence of company to provide resolution on
software and data management issues, reduced cost per /km due to ongoing software support
relationship and a partnership with surrounding municipalities for data collection to improve
methodology for consistent analysis results and approach to pavement management.
It should be noted that rates shown on the enclosed proposal by Stantec Consulting represent
an approximate 25% reduction in their typical unit prices for data collection.
REPORT:
The 2006 pavement data collection is a planned approach to updating our system's
performance data. Once every four years a comprehensive system wide inspection is performed
in order to add newly developed areas, validate deterioration models and add valuable attribute
and performance data to the network for analysis.
The Pavement Management Software is the Engineering Division's primary tool for
development of a 10 year Road Resurfacing program. This annual program includes
rehabilitation strategies and reconstruction strategies as well as preventative maintenance
programs. Key to each area is up to date data for analysis and subsequent program
development both long term and annually. Each year the media has presented these results
and made comparisons between the various local municipalities concerning the results. This
year we have partnered with Cambridge and Waterloo for a timed data collection initiative as
well as a consistent collaborative approach to our system's analysis. This should enable all local
municipalities to present a clear and consistent picture of the road systems real needs and
current state to both the media and our collective Councils.

COMMUNICATIONS:
A proactive message to the media is the planned approach for this local municipal partnership
for Pavement Management between the City of Cambridge, the City of Waterloo and the City of
Kitchener.
CONCLUSION:
This report has been prepared to recommend the sole sourcing of the 2006 pavement data
collection to Stantec Consulting Ltd.
