RECOMMENDATION:
Departmental Seconded Program for Special Projects
THAT the Departmental Seconded Program for Special Projects as detailed in Report FIN-05-
040 be approved, effective May 1, 2006 subject to funding availability from the Corporate
Gapping Program of the previous year.
BACKGROUND:
Over the years, as a result of operating budget pressures, the organization has held staffing
levels constant. In addition, budgeting for the gapping of vacant positions has been used
extensively. As a consequence of these two initiatives, departments no longer have sufficient
resource capacity to take on special projects or to provide the necessary training and support to
ensure successful succession planning opportunities.
REPORT:
Purpose of Program:
. These positions are intended to present opportunities for leadership growth within
the organization, through secondment, for those interested in growing their careers in
municipal government
. Provide an opportunity to undertake succession planning to grow and retain talent in
the organization at the management level
. These positions will provide the necessary in house resources for departmental
special projects, potentially reducing the use of consultants and potentially reducing
staff burnout due to work overload.
Position Duties:
Primary Role:
. Leadership of annual special project(s) identified by departments and endorsed as
having corporate priority by CMT
Secondary Roles:
. Research projects as required
. Backup and support for key roles within the department
. Assist the General Manager in departmental and corporate work
Process:
Maximum of two positions Corporately on a one year rotation
Maximum of one position allocated per department at anyone time
These positions will be funded by any surplus gapping funds from previous year
Positions are open to internal candidates only and will be filled an annual basis
commencing on May 151 of each year
. The annual potential special projects will submitted by the General Managers for
consideration and approval by CMT by March 151 and the candidate selection
process will be completed by April 151 allowing sufficient time for any required back
filling in the affected operating department
. Applications will be open to all staff currently Job Grade 20 and below, including Fire
Department staff. Each interested applicant will be required to submit and
Expression Interest outlining their interest and expertise in relation to the identified
project as well as, their personal goals and how they may be advanced by
participating in this program.
. Positions will be paid at Job Grade 20 salary level (cost of approximately $90,000
per position, including fringe benefits)
. Successful candidates will be selected on the basis that they exhibit the skills,
interest and leadership ability related to the particular project identified that year
. Any change in union status of the individual would be determined on a case by case
basis, depending on the nature of the project
. Position reports to the General Manager to which the project relates
Examples of Potential Departmental Special Projects:
Leading the implementation of a capital construction project
Leading implementation of major corporate software projects, such as the Corporate
Financial Accounting System
. Property taxation - develop internal staff expertise in this area for succession
planning
. Overseeing the development and implementation of Shared Agenda initiatives such
as the Environmental Strategic Plan
. Election Process - research, provide recommendations on improvements, organizing
various duties and generally taking the administrative lead for this process
FINANCIAL IMPLICATIONS:
Funding for this program will be provided by surplus in the Corporate Gapping budget of the
previous year.
