HomeMy WebLinkAboutDTS-06-072 - Heritage Permit App 2006-V-005, 105 Water St S1 Kd LR Development& Technical Services 6 REPORT Report To: Heritage Kitchener Committee Date of Meeting: May 2, 2006 Submitted By: Leon Bensason, Heritage Planner (741 -2306) Prepared By: Leon Bensason, Heritage Planner (741 -2306) Ward(s) Involved: Ward 6 Date of Report: April 18, 2006 Report No.: DTS 06 -072 Subject: HPA 2006 -V -005 105 WATER STREET SOUTH CONSTRUCTION OF NEW DORMER RECOMMENDATION: That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA 2006 -V -005 (105 Water St. S.) be approved to permit the construction of a new dormer as shown on the plans submitted in support of the Heritage Permit Application; with the condition that the window on the east dormer be moved to be located in the center of the dormer, and that the white vinyl siding to be installed on both the east and west dormers match the profile of the wood siding on the front gable of the house. BACKGROUND The City of Kitchener is in receipt of Heritage Permit Application HPA 2006 -V -005 dated April 171 2006. The application seeks Council's approval to complete the construction of a shed dormer located on the east side of the roof, and to construct a matching shed dormer on the west side of the roof (replacing an existing gable dormer). REPORT: The subject property is located at 105 Water Street South within the Victoria Park Heritage Conservation District. The property features a circa 1890s 11/2 storey buff brick front gabled residence with open partial verandah. View of 105 Water Street South View of new shed dormer on east side According to the Applicant, the previous owner of the subject property substantially completed altering an existing dormer on the east side of the roof from a gable design to a larger shed roof design. The applicant (and new owner of the property) was completing the work on the shed dormer when he was advised by a building inspector that he requires both a building permit and a heritage permit to undertake such work. The applicant has submitted a building permit and a heritage permit application requesting approval to build a shed dormer on the west side of the roof to match the recently constructed shed dormer on the east side of the roof. City staff and the Heritage Kitchener Committee Victoria Park HCD representative met with the applicant to inspect the property and review the application. Staff can report that the exterior construction of the new shed dormer on the easterly side of the roof is complete. The dormer features a single hung window located off center (toward the right) and vinyl siding having a narrow profile. Both City staff and the Heritage Kitchener representative agree that the window on the existing shed dormer should be centrally located on the dormer facade, and that the profile width of the vinyl siding should be doubled so as to more closely match the profile of the wood siding currently located in the gable of the front facade of the house. City staff and the Heritage Kitchener representative are also of the opinion that as the dormer on the east side of the roof is already constructed, then the dormer to be constructed on the west side of the roof should be of similar design. Building permit plans show a proposal to build a slightly narrower shed dormer of similar design, but with a centrally located single hung window. The owner has agreed to alter the plans to increase (double) the profile width of the vinyl siding to again match the profile of the wood siding currently located in the gable of the front facade of the house. FINANCIAL IMPLICATIONS: No new or additional capital budget requests are associated with the approval of the recommendation made in this report. CONCLUSION: City staff is recommending approval of HPA 2006 -V -005 (105 Water Street South) subject to the above mentioned changes being made to the design of the existing shed dormer located on the east side of the roof and to the design of the shed dormer proposed to be constructed on the west side of the roof (i.e. central window location on the east dormer, and widening the vinyl siding profile on both dormers to match the profile of the existing wood siding in the gable of the front facade of the house).
