CSD-06-106
FREE SATURDAY PARKING
RECOMMENDATION:
That free parking be provided in all City of Kitchener operated parking facilities within the
downtown on Saturdays commencing November 25, 2006 and extending through the Christmas
season to December 30, 2006 inclusive; and further,
That subject to annual budget approval, Council authorizes the Director of Enterprise to initiate
this program from year to year.
BACKGROUND:
Please find attached a letter from Mr. Marty Schreiter, Executive Director of the Downtown Business
Association, requesting free parking during the Christmas season in all City of Kitchener parking facilities
within the downtown.
REPORT:
The Kitchener Downtown Business Association has again requested that free parking be provided on
Saturdays in all downtown City of Kitchener parking facilities from November 25, 2006 through to
December 30, 2006 inclusive. Over the past number of years, Council has endorsed this request and it
has proven to be a positive program for promoting the downtown and its businesses during this busy and
competitive retail time. Staff have also recommended that since this is a long standing program that will
continue to be requested into the future that the Supervisor of Parking be authorized to implement the
program on a year to year basis subject to prior approval of the Parking unit annual budget.
FINANCIAL IMPLICATIONS:
The estimated lost revenue for providing this program is approximately $33,000. KDBA has indicated
they do not have the funds to offset any of the cost for the program. However, the total amount will be
funded from the Downtown Division as a subsidy to the Parking unit and this subsidy was incorporated in
the 2006 budget.
