HomeMy WebLinkAboutDTS-06-132 - On-Street Parking - Joseph St ) R Development & Technical Services Report To: Date of Meeting: Submitted By: Prepared By: Ward(s) Involved: Date of Report: Report No.: Subject: DTS Committee 2006 September 5 John McBride Barry Cronkite West - Victoria Park Ward - 6 2006 August 23 DTS 06-132 ON-STREET PARKING - JOSEPH STREET RECOMMENDATIONS: That stopping be prohibited at anytime on the north side of Joseph Street from Victoria Street South to its westerly limit, and further; That parking be permitted for a maximum time limit of one hour on the south side of Joseph Street from 30m west of Victoria Street South to the westerly limit of Joseph Street, and further; That a 15 minute loading zone be established on the south side of Joseph Street from a point 15m west of Victoria Street South to a poi nt 15m west thereof. BACKGROUND: The City of Kitchener has received a request to provide additional short term on-street on Joseph Street west of Victoria Street South. The existing defined on-street parking spaces are regularly occupied, resulting in deliveries being parked on the north side of the roadway, thereby narrowing the effective roadway width, which, in turn, creates a traffic safety concern. At the present time parking is permitted on the south side of Joseph Street from a point 30m west of Victoria Street South a point 30m west thereof. Parking is then prohibited to the west limit of Joseph Street, as outlined in the City of Kitchener Uniform Traffic By-law No. 2000-159. This provides for approximately five parking spaces. REPORT: Joseph Street primarily serves as an access to 72 Victoria Street South, 280 Joseph Street and the City of Kitchener Operations facility west of Victoria Street South. Given the mixed commercial use of 72 Victoria Street South, short term parking is regularly required. However, parking or stopping regularly occurs on both sides of the roadway, which makes it nearly impassable for heavy trucks and equipment to safely utilize the roadway. Accordingly, on August 16, 2006, a letter was delivered to the property management of 72 Victoria Street South and 280 Joseph Street as well as to the City of Kitchener Operations Department outlining proposed changes to the existing parking regulations. There were no concerns received as a result of this letter, as any concerns that were previously raised were addressed through the recommendation of "no stopping" on the north side of the corridor. Therefore, in the interest of traffic safety, Transportation Planning is recommending that stopping be prohibited at anytime on the north side of Joseph Street from Victoria Street South to the west limit of Joseph Street. Additionally, Transportation Planning is also recommending that parking be permitted for a maximum of one hour on the south side of Joseph Street from a point 30m west of Victoria Street South to the westerly limit of Joseph Street. This will result in the addition of approximately 20 short term parking spaces. FINANCIAL IMPLICATIONS: The approximate cost for signage, including installation, for the roadway is $2000 and will be taken from the existing sign maintenance budget.
