Report To: Development &Technical Services Committee
Date of Meeting: June 26, 2006
Submitted By: John McBride, Director of Transportation Planning
Prepared By: Dennis Lopes, Traffic Technologist (741 -2369)
Ward(s) Involved: Fairview - Gateway Ward (3)
Date of Report: June 7, 2006
Report No.: DTS 06 -099
Subject: ON- STREET PARKING — FIFTH AVENUE
RECOMMENDATIONS:
That on- street parking be permitted for three (3) consecutive hours on the east side of Fifth
Avenue from Kingsway Drive to a point 60 metres south thereof; and further,
That the Uniform Traffic By -law be amended accordingly.
BACKGROUND:
Transportation Planning has received a request from a local resident to review the existing on-
street parking regulations on Fifth Avenue from Kingsway Drive to Connaught Street.
At the present time, as shown on the attached plan, on- street parking is prohibited at anytime on
the west side of Fifth Avenue from Kingsway Drive to Wilson Avenue. On the east side of Fifth
Avenue on- street parking is prohibited from Kingsway Drive to a point 60 metres south thereof,
as outlined in the City of Kitchener Uniform Traffic By -law No. 2000 -159.
REPORT:
This request specifically asked that on- street parking be permitted on the east side of Fifth
Avenue along the frontage of 2255 -2263 Kingsway Drive. Currently visitors of 2255 -2263
Kingsway Drive that cannot be accommodated on -site are forced to park on Fifth Avenue, in the
area of the local residents' homes. This overflow parking is occurring due to the continuing growth
of the business and the deficiency of available parking on site.
The owner of the property would like on- street parking permitted along the frontage of his property
so visitors of the store can have somewhere to park with out inconveniencing the residents of the
neighbourhood. Therefore, Transportation Planning is recommending to assist 2255 -2263
Kingsway Drive with overflow parking problems on weekdays and weekends and is proposing to
permit on- street parking for three (3) consecutive hours on the east side of Fifth Avenue from
Kingsway Drive to a point 60 metres south thereof. Please be advised that Transportation
Planning will be maintaining the standard 15 metre intersection parking prohibition in order to
maintain safe traffic operations.
The owner has advised that, due to the growth of this business, relocation is expected in the near
future to better address their business needs.
Therefore, Transportation Planning recommends that on- street parking be permitted for three (3)
consecutive hours on the east side of Fifth Avenue from Kingsway Drive to a point 60 metres
south thereof and that the City of Kitchener Uniform Traffic By -law be amended accordingly.
FINANCIAL IMPLICATIONS:
The approximate cost for signing including installation, for the roadway is $250 and will be taken
from the existing sign maintenance budget.
