Report To: Development &Technical Services Committee
Date of Meeting: June 26, 2006
Submitted By: John McBride, Director of Transportation Planning
Prepared By: Dennis Lopes, Traffic Technologist (741 -2369)
Ward(s) Involved: Bridgeport - Centre Ward (1)
Date of Report: June 8, 2006
Report No.: DTS 06 -101
Subject: ON- STREET PARKING — WATER STREET NORTH
RECOMMENDATIONS:
That on- street parking be prohibited at anytime on the east side of Water Street North from
a point 38 metres south of Weber Street West to a point 30 metres south thereof; and
further,
That the Uniform Traffic By -law be amended accordingly.
BACKGROUND:
Transportation Planning has received a request from a local resident to review the existing on-
street parking regulations on Water Street North from Weber Street West to Duke Street.
At the present time, as shown on the attached plan, on- street parking is permitted on both sides
of Water Street North from Weber Street West to Duke Street for two (2) consecutive hours from
8:00 a.m. to 12 midnight, with no re- parking within 5 hours on initial parking, as outlined in the
City of Kitchener Uniform Traffic By -law No. 2000 -159.
REPORT:
This request specifically asked that on- street parking be reviewed in front of 53 Water Street
North as vehicles are parking on the east side of Water Street North and are reducing the
visibility for vehicles exiting the apartment complex.
After a review of the roadway, Transportation Planning has found that when on- street parking
occurs on the east side of Water Street North, sightlines are reduced for residents exiting 53
Water Street North. As a result, motorists exiting the apartment complex cannot safely see
northbound Water Street North traffic approaching, therefore creating a safety concern.
Transportation Planning, in the interest of traffic safety, is recommending that on- street parking
be prohibited at anytime on the east side of Water Street North from a point 38 metres south of
Weber Street West to a point 30 metres south thereof.
This recommended revision will result in a loss of two (2) on- street parking spaces. Previous
parking studies indicate that parking usage in this area can still be accommodated.
As a point of information, be advised that this section of Water Street North is scheduled for
reconstruction in 2007. Accordingly, Transportation Planning will be working along with
Engineering staff to ensure adequate and safe on- street parking provisions on this section of
Water Street North.
FINANCIAL IMPLICATIONS:
The approximate cost for signing including installation, for the roadway is $450 and will be taken
from the existing sign maintenance budget.
