REMOVAL OF KW MINOR FOOTBALL AND SOUTH
WESTERN ONTARIO BALL HOCKEY LEAGUE FROM CITY
INSURANCE
RECOMMENDATION:
That Council remove the names of the KW Minor Football Association and the South
Western Ontario Ball Hockey League from the list of approved Minor Sport organisations
named as insured on the City's Minor Sport Liability Insurance Policy.
BACKGROUND
The City provides Liability Insurance for 38 Minor Sport organisations. Council approves the
addition and removal of groups to this list. The purpose of this report is to provide Council with
information on the status of two groups and to recommend the removal of these two groups
from the City's liability insurance coverage.
REPORT:
The Kitchener Waterloo Minor Football Association has ceased to operate. For more than 20
years a small group of dedicated volunteers has provided a flag football program for children
living in Kitchener Waterloo. However the number of children registering for the league declined
significantly 2 years ago to such an extent that it is no longer feasible to operate a league. The
KW Minor Football volunteers have decided not to continue. Twin City Tackle Football League
continues to operate and is proposing to add a flag division to its list of programmes.
Therefore, staff is recommending that the Kitchener Waterloo Minor Football Association be
removed from the list of approved Minor Sport organizations named as insured on the City's
Minor Sport Liability Insurance Policy.

In 2003 the City of Kitchener was approached by a group of volunteers to administer a ball
hockey program for local youth. The city began work with these volunteers and in 2004 the
SWO Ball hockey league applied for and received affiliation with the City of Kitchener and held
their inaugural season.
Under Kitchener's Minor Sport Affiliation Policy newly affiliated groups are given until the
completion of their inaugural season to meet all conditions of affiliation. After the completion of
their inaugural season the volunteers of the SWO Ball Hockey League came to Council
requesting an increase in their minor sports grant. At this time staff recommended withholding
all grant dollars as the SWO Ball Hockey league had not met the following conditions of
affiliation at the completion of their inaugural season as per Report No. CSD-05-06:
1. "Operate on democratic principles and processes, which involve and are
accountable to the members and to public inquiry."
2. "The group must be non-profit and operate under the authority of a volunteer
Board of Directors or Executive committee that is elected by and from the
membership. This Board will operate on democratic principles and follow the
operating procedures as indicated by a written constitution."
3. "Maintain monthly and annual financial reports, record accurate meeting
minutes, and forward copies of each to Athletics' Staff after all meetings"
Council directed staff to work with the volunteers of SWO Ball Hockey League to design a plan
to meet the above affiliation criteria. Upon the creation of this plan staff was to issue a grant at a
level equal to the previous year. After all action items in the plan were met, staff and the
volunteers of the SWO Ball Hockey League planned to meet and negotiate an appropriate grant
of up to $11 ,000.00. Staff designed a plan template (appendix 1) and forwarded to SWO Ball
Hockey League Volunteers. Upon receipt of this template SWO Ball Hockey League volunteers
responded to staff indicating their intention to no longer be affiliated with the City of Kitchener.
Therefore staff is recommending that the South Western Ontario Ball Hockey League be
removed from the City of Kitchener's Minor Sport Liability Insurance Policy as the group has not
met all affiliation criteria and no longer desires affiliated status.
FINANCIAL IMPLICATIONS:
There are no financial implications to this recommendation.
CONCLUSION:
It is appropriate to delete the names of the Kitchener Waterloo Minor Football Association and
the South Western Ontario Ball Hockey League from the City's Minor Sport Liability Insurance
Policy.
