Pre-approved Contract Signing Authorization
RECOMMENDATION:
That the Facilitator of Special Events be given authorization to sign the City's pre-
approved Entertainment and Service Provider contracts to a limit of $20,000 subject to
the approval of the City Solicitor and adherence to all Purchasing Guidelines.
BACKGROUND:
A number of years ago the Facilitator of Special Events was given authority to sign Pre-
approved Entertainment and Event Service Agreements to an upset limit of $1 0,000. The
process was developed in conjunction with the City's Legal and Purchasing Departments.
Providing the Facilitator with signing authority allowed the unit to enter into standard performer
and service type agreements without having to undertake the significant administrative steps
associated with more complex contracts.
The report requests approval for an increase in the signing authority in excess of the current
pre-approved spending limit. This amount has been in place since the 1990's and a request for
an increase is in line with an increase in costs.
REPORT:
In order to facilitate a more efficient management process and to reduce the number of
individual contracts which staff brings to Council for authorization to sign, an increase in the pre-
approved signing limit from $1 0,000 to $20,000 is requested. This will allow staff to manage
their operation in a more timely and efficient manner. All pre-approved contracts will continue to
be subject to approval of the City Solicitor and staff will be required to operate within the
Purchasing Guidelines. This report has been reviewed by the Legal and Purchasing Divisions
and they are supportive of the recommendation.
FINANCIAL IMPLICATIONS:
None, as all contracts will be within allocated budgets.
CONCLUSION:
This is an administrative request which creates efficiencies by allowing staff to enter into
agreements at a level that covers off most of their business needs.
