BACKGROUND: The City of Kitchener has been working on an initiative to continually improve the design of our community and neighbourhoods. REPORT: One of the items that is being proposed with respect to implementing the City's Neighbourhood Design Initiative is a small amendment to the Municipal Plan to strengthen the connection between the preparation of Community Plans (which are typically prepared for new greenfield areas) and the proposed guidelines for Community and Neighbourhood Design. The proposed Municipal Plan Amendment was advertised in anticipation of this item being considered comprehensively with the rest of the Neighbourhood Design project in October. A second item that was considered for information at the September 5th DTS meeting is the proposed On- street Parking Policy. This item was deferred until October 2nd to be considered with the Neighbourhood Design Initiative. The final consideration of this project has now been deferred and may be considered at DTS Committee in January 2007. As a result, it is recommended to defer consideration of the Municipal Plan Amendment and the On-street Parking Policy until that time as well. FINANCIAL IMPLICATIONS: None. COMMUNICATIONS: No circulation required. CONCLUSION: The proposed amendment to strengthen the link between Community Plans and the proposed Community Design guidelines and the On-street Parking Policy should be deferred and considered concurrently with the proposed guidelines early in the new year.
