1. DELEGATION
Shelley Adams, Director of Community and Corporate Planning, Cory Bluhm, Planner
1.1 STRATEGIC PLAN FOR A HEALTHY KITCHENER -Shelley Adams
Shelly Adams reported on the Strategic Plan for a Healthy Kitchener and provided handouts
with relevant information.
1.2 Draft Downtown Design Policies -Cory Bluhm
Cory Bluhm gave a report on the Draft Downtown Design Policies that reflected the results of
the survey "Design Downtown Kitchener" done during the summer months. Over a thousand
people responded to the survey on-line and in printed format.
2. APPROVAL OF MINUTES AND REVIEW OF AGENDA
A motion was made by Sivakumar Somasundram and seconded by Jamie Hill to approve the
minutes of the August 8, 2006 meeting. All were in favour; carried.
3. BUSINESS ARISING
3.1 Cultural Capitals of Canada
Cheryl York gave an update on the Cultural Capitals of Canada application.
3.2 Child Fitness Tax Credit
Peter led a discussion regarding the Child Fitness Tax Credit regarding its relation to Arts &t
Culture and the fact that this credit does not apply to lessons or other types of organized arts
activities for children. It was suggested that a recommendation be presented to Council so that
the Mayor could take the recommendation to the Provincial and Federal Governments with a
view to making changes in the current Terms of Reference. The steering committee charged
with reviewing the proposed legislation needs to be aware that arts activities, as well as
athletics, are health-producing activities and deserve equal consideration. Martin and Peter
advised that the current wording cannot be changed, but perhaps there could be a "matching"
program. Cheryl York asked if the F.C.M. had taken in any action in regard to this. It was
advised that this was simply an oversight, something that had not even been thought of or
written to include Arts &t Culture. John Cooper had advised at the previous meeting that if he
could be of any assistance in forming a matching program, he most definitely would.

4. NEW BUSINESS
4.1 Appointment to the Grant Review Committee
Annual operating Grants -ongoing.
Kumar has volunteered to be on the Grant Review Committee which will require three evenings
of volunteer time. Jamie Hill also volunteered. Cheryl will follow up and give names to Renate
Willms.
5. REPORTS
5.1 Public Art Working Group -Sheila McMrath
Sheila McGrath reported on the Public Art Working Group meeting held on Tuesday, August 15
at Julia Horgan's home in Waterloo. Sheila advised that Elena had resigned from the
Committee.
5.2 DAC Report
No report.
5.3 CDC Report -Ron
There have been no meetings for the months of July and August.
Ron did report that the attention of the CDC is on Leisure and there are issues still pending as
there is a large of amount of planning for their anniversary and most of their focus has been on
that.
Ron also updated the committee on the Button Factory's Fall Program Guide. He also advised
of the 200 ft. long and 2.5 food wide Bayeux Tapestry reproduction by Ray Dugan on display
for the month of September.
5.4 Arts Council Report -Martin DeGroot
Martin was not in attendance to provide report.
5.5 Staff Report -Cheryl
Cheryl had nothing to add to the staff reports.

6.0 Other -Open House for City Committees
Cheryl York advised that there would be an open house for recruitment of all City of Kitchener
Committees on October 19, 2006 from 6 - 8 p.m.
7.0 ADJOURNMENT/NEXT MEETING
The meeting was adjourned at 5:50 p.m.
Next meeting will be held on October 10,
starting at 4:00 p.m.
