ST. MARK'S CATHOLIC ELEMENTARY SCHOOL
COMMUNITY PLAYGROUND GRANT
RECOMMENDATION:
That St. Mark's Catholic Elementary School be awarded one-time community playground
grants totaling $1,500 in 2006 toward construction of primary and junior creative
playground improvements located within the school campus.
BACKGROUND:
City of Kitchener Council in 1996 established a program whereby school and community groups
may be awarded one-time grants to assist with funding for community playground projects. The
program establishes a maximum $750 one-time grant award for individual school playground
projects.
REPORT:
S1. Mark's Catholic Elementary School has simultaneously made two applications to the City of
Kitchener Community Services Department for one-time grant awards from the Community
Playground Grant Program. The playground projects have the support of the Waterloo Catholic
District School Board as well as the school principal and parent council.
S1. Mark's School is presently raising funds for planned improvements to its two distinct and
separate playground facilities on the school campus. One playground is intended for the use of
preschool and primary grade aged children, the second facility provides more challenging play
opportunities for children of junior grade ages and older. Both playground facilities are open to
the general community for use.
In recent years, Canadian Standards Association (CSA), which establishes standards governing
playgrounds in Canada, has advocated for separate play areas to serve primary aged and junior
aged children. To assist with the construction of these two distinct playground areas at parks
and schools, the City of Kitchener has in recent years considered a maximum of two playground
grant awards to a single applicant, one grant being awarded to each of the two play areas.

Community Services Committee has previously approved two playground awards made
simultaneously for primary and junior playground upgrades (Lackner Woods Public School;
2002) .
The playground upgrades will be constructed in accordance with current CSA safety standards.
Staff are satisfied that the grant award application by S1. Mark's Catholic Elementary School
meets the conditions and intent as described within the City of Kitchener's Playground Grants
Program policy.
FINANCIAL IMPLICATIONS:
The one time grant award of $1,500 will be funded by index 674810: Playground Grants.
