REPORT: The Kitchener Rangers are planning a community event on Sunday, September 3, 2006. As part of the afternoon activities, the group would like to offer tethered hot air balloon rides. It is Council's policy that hot air balloon launching be limited to Victoria Park unless special permission is obtained from Council. Staff has reviewed the space availability at Jack Couch Stadium and are satisfied that the park can support a tethered hot air balloon launching. The rides are to be provided by Cross Canada Balloons, which has applied for and meets the City's policies for launching hot air balloons. Staff is therefore supportive of this request. FINANCIAL IMPLICATIONS: It is also noted that The Dwelling Place received approval from Council in September 2000 as well as in April and September 2001 to permit tethered hot air balloon rides in Gzowski Park. None. Keith Baulk, Director Enterprise KC
