T06-001 CONCRETE SIDEWALK AND CURB
CONSTRUCTION AND REPAIR - PURCHASE ORDER (P.O.
0600461) EXTENSION
RECOMMENDATION:
That the purchase order (P.O. 0600461) for the City of Kitchener's annual Contract T06-
001, Concrete Sidewalk and Curb Construction and Repair, be extended $250,000.00 to
allow for additional sidewalk construction to be completed as part of the City's 2006
Capital Works.
BACKGROUND:
Tenders for the City's annual contract T06-001, Concrete Sidewalk and Curb Construction and
Repair, were opened publicly in the John Scott Room, 9th Floor, City Hall on Thursday, February
9th, 2006. A total of five tenders were submitted and Sousa Concrete of Branchton, Ontario
was the lowest bidder at a revised tendered price of $574,283.65 including 7% G.S.T.
On Monday, February 27th, 2006, Council approved and awarded the contract to Sousa
Concrete of Branchton, Ontario at the revised tendered price of $574,283.65 including 7%
G.S.T. The source of funding and summary of account balance(s) at the time the contract was
awarded totalled $585,280.56.
On March 23rd, 2006, the provincial government released the 2006 Ontario budget where, the
Ontario economy outperformed both the private-sector and government projections in 2005,
resulting in unanticipated surplus. In this Budget, the provincial government is building
opportunity through Move Ontario, a major, one-time $1.2 billion investment in the province's
transportation infrastructure. Of which, $400 million was dedicated to municipalities to assist
with road and bridge maintenance and construction projects.

The City of Kitchener received $4,045,704.00 from the provincial government through the Move
Ontario initiative. Council approved the allocation of these funds based on report FIN-06-016,
2006 Provincial Budget Allocation for Roads & Bridges - City Project Priorities. As a result,
$750,000 was approved for new sidewalk installation.

The remaining balance of total the funding source, $536,861.33, shall be carried over and
added to the 2007 Capital budget for new sidewalk installation. Engineering Infrastructure staff
shall take this balance into consideration when planning and prioritising new sidewalk locations
commencing this fall. As such, these locations shall be included in the City of Kitchener tender
T07-001, Concrete Sidewalk and Curb Construction and Repair.
CONCLUSION:
Sousa Concrete has successfully fulfilled their contractual obligations under the City of
Kitchener Contract T06-001, Concrete Sidewalk and Curb Construction and Repair, and,
Engineering Infrastructure is seeking approval to extend the purchase order (P .0. 0600461) to
facilitate payment of an additional $250,000.00 of new sidewalk work not originally identified in
the tender.
