HomeMy WebLinkAboutCRPS-06-169 - Delegate Signing Authority to General Manager of Development & Technical Services for Execution of Fire Training AgreementsJ ~- Corporate Services Report To: Committee of the Whole Date of Meeting: November 27, 2006 Submitted By: Lesley MacDonald, Director of Legal Services and City Solicitor (Ext. # 2267} Prepared By: Lesley MacDonald, Director of Legal Services and City Solicitor Ward(s) Involved: N/A Date of Report: November 23, 2006 Report No.: CRPS - 06 - 169 Subject: Execution of Fire Training Agreements - 2044 & 2060 Gleams Road -Delegate Signing Authority to the General Manager of Development & Technical Services for all future Fire Training Agreements RECOMMENDATION: "That Council authorize the General Manager of Development & Technical Services to execute an Agreement, satisfactory to the City Solicitor pertaining to the use of 2044 and 2060 Gleams Road as a temporary training facility for the City of Kitchener Fire Department; and, Further, that Council delegate authorization to the General Manager of Development & Technical Services, or his designate, to sign on behalf of the City, any future Agreements satisfactory to the City Solicitor with any property owner offering the provision of temporary training facilities on private property." EXECUTIVE SUMMARY: N/A BACKGROUND: From time to time, the City requires suitable locations for its Fire Department to conduct training. REPORT: The City has entered into Agreements with the various property owners in the past to allow the City's Fire Department to conduct training on the private properties, typically properties slated for demolition in the reasonable near future. The owner of the property located at 2044 and 2060 Gleams Road has granted permission for the City's Fire Department to conduct training at the premises. To expedite this process, staff suggests that all future fire training agreements be executed by the General Manager of Development & Technical Services. FINANCIAL IMPLICATIONS: Unknown at this time. The City is responsible for securing any and all openings to the property created or uncovered as part of the training exercise prior to leaving the property. COMMUNICATIONS: N/A CONCLUSION: In order to facilitate the training exercises, it is necessary for the City of Kitchener to enter into these standard agreements. It is to the City's benefit to allow this type of training to occur. The delegation of signing authority to the General Manager of Development and Technical Services would allow the process to be expedited.
