HomeMy WebLinkAboutFIN-06-047 - E06-080 - Consultant Services - Clive Rd Reconstruction (Brentwood to Mongomery) Report To: Mayor Carl Zehr and Members of Council Date of Meeting: 2006-11-27 Prepared By: Larry Gordon Date of Report 2006-11-22 Report No: FIN 06-047 Subject: E06-080 - Consultant Services - Clive Road Reconstruction (Brentwood A venue to Montgomery Road) RECOMMENDA TION That Expression of Interest E06-080, Consultant Services Clive Road Reconstruction (Brentwood Avenue to Montgomery Road), be awarded to Totten Sims Hubicki Associates, Kitchener at their estimated fee of $133,819.49, including a contingency of $11,476.80 and G.S.T., based on a satisfactory contract being negotiated and an upset fee being established, and further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND The condition of the infrastructure on Clive Road has reached the end of its' useful life and requires replacement. Engineering staff have qualitatively evaluated the sewers, watermain, roads and sidewalks for this residential corridor and determined a need for full infrastructure replacement in the 2007 construction season. REPORT In accordance with Chapter 170 of the Municipal Code pertaInIng to the Selection of Professional Services/Consultants, a Consultant's Review Committee was established consisting of L. Lynch, Manager, Engineering Infrastructure, M. Henderson, Supervisor of Engineering Asset Management, S. Allen, Design & Construction Engineer, C. Curtis, Senior Project Manager, and L. Gordon, Director of Purchasing. Expressions of interest were advertised in The Record, on the City of Kitchener Home Page and on the internet thorough the Ontario Public Buyers Electronic Tendering Information System relative to this project. Documents were picked up by eleven (11) interested parties. By the closing date of Friday September 15th, 2006, ten (10) responses had been received. The Review Committee met on Monday October 2nd, 2006 to review the submissions. A shortlist of three (3) Consultants was selected for further interviews. The Review Committee met on Monday October 30th, 2006 to interview the shortlisted candidates. The Committee elected to award the project to Totten Sims Hubicki Associates, Kitchener. A listing of the responding parties follows for your reference.
