EXECUTIVE SUMMARY: No Ministry of Environment Orders to Comply were received and therefore no corrective measures are required. BACKGROUND: As outlined in Schedule 22 of the Drinking Water Systems Regulation (0.Reg.170/03) of the Safe Drinking Water Act, 2002, a summary report is to be prepared and given to the members of the municipal council. The following information is required to be included in this report: " (a) list the requirements of the Act, the regulations, the system's approval and any order that the system failed to meet at any time during the period covered by the report and specify the duration of the failures; and The report must also include: (b) for each failure referred to in (a), describe the measures that were taken to correct the failure. " REPORT: "1. A summary of the quantities and flow rates of the water supplied during the period covered by the report. . .. " The City of Kitchener was issued an MOE Order on September 23,2004 to address the inability to increase the combined chlorine residual to at least 1 .Omg/L as part of the corrective action as per 0.Reg.170/03. The City of Kitchener received Relief from this portion of the regulation on May 12, 2005 via a new Certificate of Approval. The Relief requires that a free chlorine residual of at least 0.2mg/L or a combined chlorine residual of 0.25mg/L is achieved as part of a low chlorine residual corrective action. This Relief has resulted in our low chlorine residual adverse conditions to significantly decrease from over 90 to below 25. There were no Orders to Comply received during 2005 and there for no corrective measures are required. According to our records, we were non-compliant on a single occasion in 2005 - the daily chlorine residual reading usually taken at 83 Elmsdale was missed on November 6, 2005. The MOE conducted an unannounced inspection of the Kitchener Distribution System on June 3,2005. The following recommendations were made: 1. that the City of Kitchener continue to strive to eliminate/reduce the number of low chlorine Adverse Water Quality Incidents for their drinking water system 2. that the Summary Report be sent to Council for formal acceptance 3. that the City of Kitchener continue with it's current backflow preventer installation program to install the remaining backflow prevention devices 4. that the City of Kitchener consider implementing a formal hydrant usage by-law In response to Item 1 above, the City installed an automatic flushing unit in the spring of 2005 at one of our low chlorine locations (Springdale). Item 2 will be complete upon Council acceptance of this report and Item 3 is a continuation of a current program. We are currently contemplating a hydrant usage by-law in response to Item 4. A summary of the quantities of the water supplied by the Regional Municipality of Waterloo during the period covered by the report is noted on the attached Table 1.0. FINANCIAL IMPLICATIONS: N/A COMMUNICATIONS: The MOE and the Regional Municipality of Waterloo's Community Department of Health have been informed of any adverse conditions within the system, and we continue to work to provide safe drinking water for the residents of Kitchener. Under Schedule 22 of O.Reg. 170/03, the City of Kitchener is required to provide a copy of their Summary Report to each Municipality that it supplies water to - Township of Woolwich.
