Vrbanovic, Chair, and Members of the Finance and Corporate Services Committee May 1 , 2006 Pauline Houston, General Manager of Financial Services & City Treasurer Pauline Houston (2646) ALL April 26, 2006 FIN-06-016 2006 PROVINCIAL BUDGET ALLOCATION FOR ROADS AND BRIDGES - CITY PROJECT PRIORITIES RECOMMENDATION: THAT funding of $933,000 from the 2006 Provincial Budget Allocation for roads and bridges, $331,000 from Uncommitted Infrastructure - Sanitary Sewer and $223,000 from Uncommitted Infrastructure Water be allocated to roads and bridges projects as follows: Krug S1. (Rose to Lancaster) Reconstruction $505,000 Duke S1. (Wellington to City Boundary Reconstruction) $232,000 Additional Sidewalks $750,000 REPORT: In its 2006 budget, the Provincial government introduced "Move Ontario" - a major new $1.2 billion investment in roads and bridges. Included in this investment is $400 million one-time funding to help municipalities address critical road and bridge improvements. Municipalities will determine their own road and bridge priorities. From this program, the City of Kitchener has received $4,045,704. There are no specific deadlines for the allocation of these funds to projects. Engineering staff have identified the above projects as having an urgent funding requirement, as outlined below: Krug Street - Rose to Lancaster. This project involves full reconstruction of this section and was previously deferred (originally scheduled for 2006). The in-house design is currently underway. Duke Street - Wellington Street to City Boundary. This project involves full reconstruction of this section and was previously deferred (originally scheduled for consultant design in 2006 and 2007 construction). The estimated cost is design $232,000 and construction - $1,557,000. The above approval would allow this project to proceed on its original schedule. Additional Sidewalks - are required at Chandler Mowatt Community Centre, Ira Needles Boulevard, and Strasburg Road - no funding had been budgeted in 2006 for these sidewalk projects. If the above projects are approved to proceed, there will be $3,112,704 of the provincial funding yet to be allocated. There are a number of priorities that could be considered for this funding. Staff requires some additional time to fully evaluate those projects and will bring a subsequent report to Council at a later date. FINANCIAL IMPLICATIONS: As outlined in the report.
