MUNICIPAL ALCOHOL POLICY - AMENDMENT
RECOMMENDATION:
That deletion of the last bullet point of Section 3 d), policy 1-325 Municipal Alcohol Policy
- Special Occasion Permits, which states: "Purchase insurance through City of
Kitchener (refer to Lessee's or Renter's Liability manual)", be approved.
REPORT:
In the past, the City of Kitchener had a blanket insurance policy, through PAL Insurance Brokers
and H.L. Staebler, for facilities such as community centres, and sold renter's liability insurance
to groups and the general public who rented these facilities for special events, including those
involving alcohol.
As of July 31, 2006, PAL (Party Alcohol Liability) Insurance Brokers and H.L. Staebler changed
their process for the public to obtain the appropriate insurance. Rather than the City of
Kitchener selling renter's liability insurance to the groups through PAL, H.L. Staebler now
requires groups to deal directly with them. H.L. Staebler initiated this process because public
use of the program has decreased over the past few years, and there were occasions when
insurance coverage was issued for non-intended events through PAL. The new process was
initiated by the broker in an effort to better oversee and understand the events that are being
insured.
H.L. Staebler has made arrangements with PAL to work directly with the City of Kitchener to
allow a forum to facilitate liability insurance acquisition for City of Kitchener facility renters.
Therefore, the City of Kitchener can still offer customers an option to acquire the appropriate
insurance if required for their event.
The change in process requires a change to the Municipal Alcohol Policy - Special Occasion
Permits (policy 1-325) as outlined in the recommendation above.
