Further, that a communication plan be developed and implemented to inform the public, business clients and neighbouring municipalities of this action. REPORT: In 2004, an internal survey of business activity was conducted within City hall on the dates of December 29, 30 and 31. The survey demonstrated a reduced level of activity at this time of year. Acting on a suggestion from the Employee Advisory Committee, a survey of holiday closures was conducted of a select group of municipalities. Following these findings, a meeting was conducted with management representatives from across the organization. Another meeting was held with executive members of C.U.P.E. 791 (Inside Workers). The results of both meetings demonstrated support for closing non-essential services on December 28 and 29, 2005. Highlights of the recommended closure: - Recognition of New Year's Day paid holiday would be re-scheduled from the previously announced Monday, January 3, 2006, to Friday, December 30, 2005, for all staff, regardless of work location; - As City hall would be closed December 26 and 27, and as proposed above December 30, this proposed closure would apply to December 28 and 29 only; - This proposed closure does not apply to all City services, therefore, services such as gas, fire, winter control, ice rinks etc. will remain fully functional; - Staff who will be affected by the closure will be permitted to substitute vacation time, lieu time, or modified time for December 28 and 29; - All staff scheduled to work on December 28 and 29 (i.e.: staff not affected by the closure), or any staff called back to perform work on these days, will be compensated at straight time rates; - A communication plan will be developed and implemented to notify staff, the public and customers of the services affected; - An evaluation of the impact of the closure will be undertaken in January, 2006; - Recommendations concerning 2006 would be brought forward early in 2006.
