RECOMMENDATION:
S1. Mary's Planning Community
-Direction to Initiate Preparation of Secondary Plan
That Planning staff be directed to initiate the preparation of a Secondary Plan as an amendment
to the City's Municipal Plan for the S1. Mary's Planning Community.
BACKGROUND:
Given the ongoing changes to S1. Mary's Hospital, including extensive physical and functional
expansion, pressures exist on the surrounding community to accommodate the physical needs
of the health care facility while maintaining predictability and balance in the neighbourhood. A
secondary plan was initiated a number of years ago but was terminated prior to being
completed. Historically, issues facing the neighbourhood have included traffic issues and
satisfying the parking needs of the hospital, which has entailed the removal of some housing for
parking. Today, the increasing demand for both uses complementary to the health care function
as well as unrelated commercial uses is putting pressure on residential properties in the
community. Staff recently met with representatives from S1. Mary's Hospital regarding some of
their interests and challenges.
REPORT:
Staff suggest that the most comprehensive and proactive approach to resolving these and other
issues is through the Secondary Plan process which will involve residents, hospital
representatives and other neighbourhood stakeholders. Such a process will require a
commitment of staff resources, potentially resulting in a reduced level of service on other
planning and development matters. Given the importance of a comprehensive long term land
use plan for this neighbourhood, the S1. Mary's Neighbourhood Secondary Plan should be given
priority.
FINANCIAL IMPLICATIONS:
No capital financial implications.
COMMUNICATIONS:
None required at this time; neighbourhood collaboration will occur throughout the process.
CONCLUSION:
A Secondary Plan for S1. Mary's Planning Community will respond to the growing needs of a
valuable regional medical facility while maintaining predictability within the community.
