HomeMy WebLinkAboutCouncil Minutes - 2002-09-16 SSPECIAL COUNCIL MINUTES SEPTEMBER 16, 2002 CITY OF KITCHENER A special meeting of City Council was held at 4:05 p.m. this date, Chaired by Mayor C. Zehr and with all members present except Councillor J. Ziegler. Notice of this special meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. Mayor C. Zehr advised of three additional in-camera items involving a personal matter and two matters subject to solicitor-client privilege. Moved by Councillor J. Smola Seconded by Councillor G. Lorentz "That an in-camera meeting of City Council be held immediately following this special meeting to consider a personal matter and four matters subject to solicitor-client privilege." Carried. C. Ladd, Director of Corporate Research and Planning, introduced Mr. George Dark of Urban Strategies Inc. who gave a presentation on the Downtown Centre Block and provided examples of other municipal Downtown revitalization plans. Mr. Dark advised that one of the main objectives for any Downtown revitalization was to attract residential development that would support any commercial re-development. He provided an example of this in the City of Toronto where, in the 1990s, lands located along King Street east and west of the Downtown core were deregulated with respect to land use which resulted in a mixed re-development of residential, office and commercial space. Mr. Dark pointed out that the more successful of the two areas in the City of Toronto is King East where the development was not done in isolation but as part of a overall re-development plan. He suggested that any re-development in the Kitchener Downtown area, including the Centre Block, needs to be developed as part of a comprehensive Downtown plan. Councillor M. Galloway requested that any photographs or material from the recent tours of various municipalities be made available to those Councillors who were unable to attend the tours. The meeting then recessed at 4:35 p.m. and re-convened in the Caucus Room at 11:45 p.m., Chaired by Mayor C. Zehr and with all members present. Mayor C. Zehr advised of an additional item arising from the in-camera meeting held earlier this date which was not listed on the special Council agenda. Moved by Councillor M. Galloway Seconded by Councillor C. Weylie "That pursuant to Chapter 25 of the Municipal Code (Council Procedure) the following matter be added to the agenda of the special meeting of Council on September 16, 2002: consideration of a recommendation arising from the in-camera meeting this date regarding the appointment to the Tribunal struck to conduct a licence hearing on September 18, 2002." Carried Unanimously. Moved by Councillor M. Galloway Seconded by Councillor J. Smola "That in consideration of Councillor J. Ziegler's resignation from City Council and Councillor M. Galloway's meeting conflict; that Councillors B. Vrbanovic and G. Lorentz be appointed to the Tribunal struck to conduct a hearing on September 18, 2002, with respect to Lodging House Licence No. M221572, 78 Waterloo Street." Carried.
