MacDuff, Manager of Development Engineering Ward(s) Involved: Ward 4 Date of Report: December 20, 2006 Report No.: DTS 07-003 Subject: South Strasburg Trunk Sanitary Sewer Schedule `B' Class Environmental Assessment RECOMMENDATION: That Council waive its normal procedure for the selection of Engineering Consultants and that the City retain Stantec Consulting Limited as our Engineering Consultant to undertake a Schedule `B' Class Environmental Assessment to determine the alignment of the South Strasburg Trunk Sanitary Sewer, -and - That Council authorize the Mayor and Clerk to execute an Engineering Agreement for the provision of professional engineering services between the City of Kitchener and Stantec Consulting Limited at a total cost of $251,493.81 for completion of the South Strasburg Trunk Sanitary Sewer Schedule `B' Class Environmental Assessment. REPORT: We have received a request from RBJ Schlegel Holdings Inc., Primeland Developments (2003) Ltd., Hallman Construction, and Freure Developments Ltd. (as the developers of lands within this sewershed area, see attached) to retain Stantec Consulting Limited as our engineering consultant to undertake the aforementioned Class EA. Stantec Consulting Limited has already undertaken extensive preliminary work in this area for the respective developers. FINANCIAL IMPLICATIONS: The extension of the South Strasburg Trunk Sanitary Sewer is an identified item in the Development Charges By-Law. The respective developers have agreed (collectively) to finance the cost of the Class EA to advance the timing for completion of same; accordingly, the contributing developers will receive credits towards their applicable Development Charges at the time of Building Permit application, in accordance with the polices and procedures in place at that time. We can confirm that the necessary funds have been received from all respective developers. CONCLUSION: In order to guide growth within the limits of this development area, it is necessary to initiate this Class EA at this time. In addition, the completion of this Class EA will assist with Regional Growth Management Strategies, and the City's Staging of Development process by establishing the limit of gravity drainage within this development area.
