Subject: Heritage Kitchener Recommendation: Civic Centre Heritage
Conservation District Study Findings & Approval to Proceed
with Preparation of the Heritage Conservation District Plan
RECOMMENDATION:
That the findings and recommendations of the Civic Centre Neighbourhood Heritage
Conservation District Study dated September 2006 prepared by the consultant team led
by Stantec Consulting Ltd., be accepted; and further,
That the Heritage Conservation District Plan be prepared for Council's consideration in
Spring 2007.
BACKGROUND:
Since April 2006, a consultant team consisting of Stantec Consulting, Nexus Architects,
Ecoplans, and Michael Baker (Historian) have been undertaking a review and assessment to
determine whether the Study Area for the proposed Civic Centre Neighbourhood Heritage
Conservation District meets the City's criteria for heritage district designation. The terms of the
contract with Stantec Consulting Ltd. referenced that this project would be divided into two
separate phases. Phase I being the preparation of a Heritage Conservation District Study,
which would establish whether the Study Area boundaries meet the City's Municipal Plan
criteria for heritage district designation and merits consideration for designation under Part V of
the Ontario Heritage Act. Phase II involves the preparation of a Heritage Conservation District
Plan, the purpose of which is to identify the policies and guidelines required to conserve and
enhance the heritage attributes of the proposed Heritage Conservation District.
REPORT:
At the October 10, 2006 Heritage Kitchener meeting, the Committee considered Development
and Technical Services Department report DTS-06-151, dated September 28, 2006, which
presented the findings of Phase I and based on those findings requested approval to proceed to
Phase II. Staff pointed out that the Committee was not being asked to recommend approval of
the heritage district at this time, as any formal recommendation of the actual designation of the
Civic Centre Neighbourhood Heritage Conservation District will not come forward until after the
completion of the proposed Heritage District Plan. Provided Council approves moving forward
with Phase II of this project, which Staff anticipates could be completed by April 2007.
As a result of their review of the Study, Heritage Kitchener is recommending that Council accept
the findings and recommendations of the Civic Centre Neighbourhood Heritage Conservation
District Study and grant approval to proceed with Phase II of this project. This recommendation
coincides with the recommendation put forward in DTS-06-151.
Please note that DTS-06-151 will be circulated to this Committee for their consideration in
conjunction with this report.
FINANCIAL IMPLICATIONS:
There are no financial implications associated with this report, as funding for the preparation of
the Civic Centre Heritage Conservation District Study and Plan has been accounted for in the
existing budget as part of the Heritage District General Provision Capital Account.
