RECOMMENDA TION
That proposal P06-097 - Playgrounds - Southwest Optimist Park, Abram Stauffer Park and
Doon Mills Community Park, be awarded as follows:
Southwest Optimist Park to Belair Recreational Products Inc., Paris at their proposed price of
$52,983.93, including P.S.T. & G.S.T.
Abram Stauffer Park and Doon Mills Community Park to Henderson Recreation Equipment
Limited, Simcoe at their proposed prices of $21,996.60 and $34,918.76, respectively, including
P.S.T. & G.S.T.
BACKGROUND
Two of the playgrounds are required to meet community demand and will be installed at new
community parks, presently under development. These parks are presently known as "Doon
Mills Park", located at the intersection of Doon Mills Drive and Tilt Drive, and "Abram Stauffer
Park", located at the intersection of Tilt Drive and Robert Ferrie Drive.
The third playground is to be installed at Southwest Optimist Park, located at the intersection of
Pioneer Drive and Homer Watson Boulevard, and is required for replacement of the existing
playground equipment which can no longer be maintained at CSA standards and whose
replacement was forecast for 2006 in a previous report to Committee and further is identified in
the approved 2006 Capital Budget.
REPORT
Proposals were requested from eight (8) potential suppliers, advertised publicly in The Record,
on the City of Kitchener website and the Ontario Public Buyers Electronic Tendering
Information System. By the closing date of Friday November 24th, 2006, eight (8) proposals had
been received from the following:

A committee consIstIng of R. Fairbairn, Operations Supervisor, T. O'Brien, Landscape
Architect, L. Lidstone, Lead Hand Technical Services and R. Kruppa, Buyer was established to
evaluate the proposals based on play value, safety, cost, durability, appearance and warranty.
The Evaluation Committee concurs with the above recommendation.
FINANCIAL IMPLICATIONS
Funding will be provided from indices 674806 - Cap/Playground Features, 672840 - Cap/Abram
Stauffer Community Park and 672839 - Cap/Doon Mills Park
