RECOMMENDA TION
That proposal P06-101, Authorized Contractors Natural Gas Appliance Financing Program, be
awarded to the following Contractors for a two (2) year period, commencing February 1 st, 2007
and terminating January 31 st, 2009.
Primary Contractor Status: Corestar Mechanical Ltd., New Dundee; Dunn Heating & Air
Conditioning, Waterloo; Delta Air Systems Ltd., Waterloo; and Bast Home Comfort Inc.,
Waterloo.
Secondary Contractor Status: All Weather Air Systems Inc., Waterloo; Reitzel Heating &
Sheet Metal, Waterloo; Rob-Hart Mechanical Inc., Kitchener; Delta Inc., Waterloo;
Boehmers/Cronin Emery Service Experts, Waterloo; Triple 8 Plumbing & Heating Inc.,
Waterloo; Air Wave Heating & Cooling, Guelph; Tiger Plumbing Inc., Waterloo; Iron Clad
Home Comfort Specialists, Kitchener; Amber Heating, Kitchener and The W oodburner,
Kitchener.
BACKGROUND
Kitchener Utilities, through a network of authorized contractors to the Natural Gas Appliance
Program, offers City residents the option to finance the purchase of natural gas appliances
through a financing program. The intent of this proposal is to renew the existing authorized
contractor listing for the next two (2) years and secondly, to facilitate the acceptance of
additional applicants at any time during the term in order to maintain a balanced complement of
primary and secondary contractors to the program.
REPORT
Proposals were requested from twenty-nine (29) potential Contractors, advertised publicly in The
Record, the City of Kitchener website and on the Internet through the Ontario Public Buyers
Electronic Tendering Information System. By the closing date of Friday December 29th, 2006,
twenty (20) proposals had been received.
The Evaluation Committee consisted of S. McDonald, Manager of Utilities Programs, and B.
Nash, Manager of Customer Service, who reviewed the proposals and concur with the above
recommendations.

Funding will be provided from index 880180 - Furnace Financing Program
