Subject: Centre Block Redevelopment -Request for Expressions of
Interest /Proposal
RECOMMENDATION:
1. That the City of Kitchener issue its Request for Expressions of Interest /Proposals for the
redevelopment of Centre Block contained as Appendix A and B of CAO-060-062.
2. That a new "Centre Block Evaluation Committee" be struck according to the mandate and
general membership outlined in CAO-06-060.
3. That City of Kitchener staff work with staff from the Region of Waterloo and Kitchener
Housing Inc. to develop a strategy by June 2007 for the relocation of the remaining
residents of the Mayfair Hotel to a superior facility ideally within the proximity of the
downtown.
BACKGROUND:
On October 2, 2006, Finance and Corporate Services Committee considered report CAO-06-
060 dated September 28, 2006 concerning a draft Request for Expressions of Interest /
Proposal (RFP) for redevelopment of the Centre Block.
The presentation made at Committee included an overview of the draft documents and
promotional marketing tools.
The recommendations contained in Report CAO-06-060 were approved in principle to
accommodate incorporation of further revisions to the RFP document.
REPORT:
The revisions made to the documents since the October 2/06 presentation of the RFP to the
City's Finance and Corporate Services Committee are based on outside legal advice from Ken
Yolles, internal legal advice, advice from Fairness Advisor James McKellar of the University of
Toronto and suggestions made by the Finance Committee.
The majority of the revisions shown bolded in the current document are primarily located in
Sections 4 and 5 of the Part B -Details document. Some additional changes have been made
to the Part A -Overview document.
Additional clarification has been provided around:
^ proponent selection process
^ disqualifications criteria
^ conflict of interest issues
^ joint ventures
^ clarification of heritage requirements
FINANCIAL IMPLICATIONS:
As previously outlined in Report CAO-06-060.
CONCLUSION:
By proceeding at this time to issue its Centre Block RFP, the City of Kitchener will capitalize on
the growing momentum and private sector interest in Kitchener's downtown.
