Subject: Authority to include a portion of Plains Road in an Application
for First Registration to be submitted by the abutting land
owners
RECOMMENDATION:
"That Council authorize the inclusion of that portion of Plains Road as generally depicted on the
map attached in an application for first registration into Land Titles of the lands abutting thereto
and owned by Becker Estates Inc., provided there is no cost to the City; and further,
That the Mayor and Clerk be authorized to execute any documentation to support the
conversion as approved by the City Solicitor."

BACKGROUND:
In preparation of the development of the Becker Estates lands for residential condominium
purposes, Craig Robson, solicitor for the property owner has asked if that portion of Plains Road
abutting his client's land may be included in the application for first registration in Land Titles of
his clients' lands. The attached map depicts the general location of that portion of Plains Road
affected.
At some point, Plains Road may be closed and conveyed. In order for these lands to be
developed, they need to be converted to Land Titles and it is more practical and efficient to
include the City's lands in the current application. Otherwise, a new application will have to be
submitted once the land is acquired from the City.
In the event development does not proceed, there is no harm in the City's land being put into
the Land Titles System.
REPORT:
Most lands in the Waterloo Region have already been converted to Land Titles. There is only a
small portion of lands that have not yet been converted. If the City decides to do anything with
the lands at a later date, the lands will need to be converted to Land Titles. We are presented
with the opportunity to have these lands converted with no expense to the City.
FINANCIAL IMPLICATIONS:
Any costs associated with the application are to be borne by Becker Estates Inc.

CONCLUSION:
This request has been circulated to both the Director of Planning and the Director of
Engineering and no concerns were raised with respect to this conversion.
