RECOMMENDATION:
Supplementary Information on Fire Department Responses to
Spills and Leaks
That Council receive this report for information purposes only.
BACKGROUND:
At the Development and Technical Services meeting of February 20th, 2006, Committee
requested information about fire department responses to spills, leaks and other releases of
contaminants into the environment.
REPORT:
In reviewing the 2005 emergency response statistics, it was found that the fire department
responded to 61 callouts which included responses to gasoline or diesel related leaks/spills,
natural gas leaks and others such as propane cylinders and engine oil. As the majority of these
calls were of a minor nature, there was only one invoice issued to a responsible party for
$578.10 plus GST. In 2006, one invoice has been issued for a diesel fuel spill on a roadway.
The fire department uses the Ministry of Transportation (MTO) payment schedule for callouts as
its guideline in issuing invoices. The rates are $350 per hour per vehicle for the first hour and
$175 for every half hour per vehicle after the first hour. Any materials used to clean up the spill
or contain the leak are charged on top of the hourly rate.
In addition to the above responses, the fire department responded to 811 motor vehicle
collisions (MVCs). Of these 811 MVCs, 120 of them were on provincial highways and the MTO
was invoiced for these responses. The MTO then passes these charges on to the insurers of
the vehicles involved.
