Transportation Planning has received a request from a local resident to review the existing on- street parking regulations on Margaret Avenue from Breithaupt Street to the westerly City limit. At the present time, as shown on the attached plan, on-street parking is permitted on the majority of both sides of Margaret Avenue from Breithaupt Street to the westerly City limit for a maximum period of three (3) consecutive hours, although, on-street parking is prohibited at anytime on both sides of Margaret Avenue from Wellington Street to Wilhelm Street and on the north side from Blucher Street to Fairfield Avenue. Additionally, there is no stopping (4:30 p.m. to 5:30 p.m., Monday - Friday) on both sides of Margaret Avenue from Victoria Street North to the westerly City limit, as outlined in the City of Kitchener Uniform Traffic By-law No. 2000-159. REPORT: This request specifically cited the problems created by vehicles parking on-street in the permitted three (3) consecutive hours locations, that within those locations the no stopping (4:30 p.m. - 5:30 p.m., Monday - Friday) regulation exists and these vehicles have been getting parking infractions for parking during the no stopping regulation. Margaret Avenue is designated as a major collector roadway that extends from Queen Street North to the westerly City limit. The function of Margaret Avenue is to collect and distribute traffic between local streets, collector roads and the arterial road system. Major collectors typically carry an average annual daily traffic (AADT) of 8,000 to 12,000 vehicles a day. Margaret Avenue features one lane in each direction from Breithaupt Street to the westerly City limit with an annual average daily traffic (AADT) of 7,500 vehicles a day (March 2004). The current no stopping (4:30 p.m. to 5:30 p.m., Monday - Friday) regulation was originally installed on Margaret Avenue from Victoria Street North to the westerly City limit in a effort to maintain adequate roadway capacity. However, site observations and analysis indicate that safe and efficient traffic conditions can be maintained through the afternoon peak period with parking occurring in the permitted areas. The removal of the no stopping regulation will not have an affect on the movement of traffic, the AADT for Margaret Avenue is below the expected volume for a major collector roadway, also, the geometries of the roadway allow for safe two way traffic flow with the presence of on-street parking. Therefore, Transportation Planning recommends that the current no stopping (4:30 p.m. to 5:30 p.m., Monday - Friday) regulation on both sides of Margaret Avenue from Breithaupt Street to the westerly City limit be removed and that the Uniform Traffic By-law be amended accordingly. FINANCIAL IMPLICATIONS: The approximate cost for signing including installation and/or removal, for the roadway is $400 and will be taken from the existing sign maintenance budget.
