BACKGROUND: The Ministry of Transportation of Ontario (M.T.O.) has initiated the process for the rehabilitation of Highway 7/8 between Fischer Hallman Road and Courtland Avenue. This project, necessitated by increased traffic volumes, will provide a recommended improvement plan to address the 20-year transportation operational and safety needs of the highway. Included in this project are proposed improvements to the exit ramp to Homer Watson Boulevard from westbound Highway 7/8, as well as to the on-ramp to Highway 7/8 from Fischer Hallman Road. REPORT: A project team has been established to identify the problem, develop basic alternatives, consult with the public, affected agencies and property owners, evaluate the alternatives, select a preferred alternative, assess public / agency input, and finalize the selection and details of the preferred alternative. This project team consists of representation from the M.T.O., consultants engaged by the M.T.O., Region of Waterloo and the City of Kitchener. In addition to assessing the transportation needs for these highway improvements, this study will also include a review and assessment of drainage, landscaping and noise impacts associated with various preliminary design alternatives, including the development of preliminary drainage and landscaping concepts, along with recommendations for noise barrier locations. - 2 - This project is subject to all conditions set out by the Municipal Engineer's Association Schedule 'B' Class Environmental Assessment process. Accordingly, public and agency input, essential to this process, will be initiated by this project's first Public Information Centre, scheduled for Thursday, April 6, 2006, 2:00 p.m. to 8:00 p.m. The purpose of this initial public meeting is to present the preliminary design alternatives and evaluation and to receive public comment on the selection of the preferred alternative. M.T.O. staff and its consultant will be present at this information centre to address all inquiries. This report is supplied for Council's information.
