RECOMMENDATION:
Status of Forensic Review of Kitchener Minor Soccer Inc.
That Council receive the findings of the Waterloo Regional Police Services regarding the
Forensic Review of Kitchener Minor Soccer Inc. prepared by KPMG; and further
That the Forensic Review be made public following the application of the Municipal Freedom of
Information and Protection of Privacy Act; and further
That once the Forensic Review document is made public, that staff be directed to review it to
determine if there are any possible adjustments to the way the City deals with affiliated groups
and report back to Council.

BACKGROUND:
In the fall of last year, the City forwarded the Forensic Review of Kitchener Minor Soccer Inc.
prepared by KPMG to Waterloo Regional Police Services, without releasing the report, so as to
allow their investigation to proceed unimpeded by advance public knowledge of the content of
the report.
REPORT:
Waterloo Regional Police Services have completed their review of the report and have advised
that there was no compelling evidence to suggest that a criminal offence has occurred and the
Waterloo Regional Police Services have concluded their review of this matter, a copy of their
correspondence confirming this is attached.
Now that the review of Kitchener Minor Soccer Inc. has been completed, it is appropriate to
release the report to the public. Before Legal can release the report it has an obligation on
behalf of the City of Kitchener, to review the report in conjunction with the Municipal Freedom of
Information and Protection of Privacy Act. The City is obligated under that Act to protect certain
information, and more particularly any personal information contained there in. In accordance
with this legal obligation Legal will review the Forensic Report, and sever any information, for
which the release would constitute a breach of that Act. Unfortunately I am not in a position to
commit to the exact timing of the release of the report since the City has an obligation to adhere
to certain protocol under the legislation. Suffice it to say, Legal will move as expeditiously as
possible.
In consultation with Ann Pappert, the General Manager of Community Services, we recognize
that it would be advantageous for Community Services staff to review the Forensic Report, as
released to the Public, to determine if there are any lessons to be learned and if so, possible
adjustments, to the way the City deals with affiliated groups. Up until now Staff could not be
extended the opportunity to review the Forensic Review, in its full form, due to the Police review
and our obligations under the Municipal Freedom of Information and Protection of Privacy.
FINANCIAL IMPLICATIONS:
Unknown at this time in terms of any adjustments.

CONCLUSION:
Once our necessary legal obligations under the Municipal Freedom of Information and
Protection of Privacy Act have been complied with, it is appropriate that the Forensic Review of
Kitchener Minor Soccer Inc. be released to the public and to staff. Staff will then be in a position
to review the report to determine if there are things the City should be doing differently in
regards to their dealings with affiliated groups.
