HomeMy WebLinkAboutDTS-06-062 - Road Reconstruction - King St E & Madison Ave N - T06-011 Date: March 28, 2006 To: Mayor Carl Zehr & Members of Council Subject: T06-0 11 - Road Reconstruction - King Street East & Madison Avenue North RECOMMENDA TION That tender T06-011, Road Construction - King Street East & Madison Avenue North, be awarded to 969774 Ontario Limited (o/a Elgin Construction), St. Thomas, Ontario at their adjusted tendered price of $3,347,398.32, including provisional and contingency items of $326,805.55 and G.S.T., and further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. REPORT Tenders were advertised publicly in The Record, The Daily Commercial News, the City of Kitchener web site and on the Interuet through the Ontario Public Buyers Electronic Tendering Information System. Nine (9) potential bidders picked up tender documents, and by the closing date of Thursday March 23rd, 2006, four (4) tenders had been received. The tenders were reviewed by D. Lindner, MTE Consultants Inc., the City's Consultants for the project, C. Curtis, Senior Project Manager, who concur with the above recommendation. All of the tenders received contained minor arithmetic errors which have been corrected. The errors did not affect the rankings. The road structure, curbing and sidewalks are beyond regular maintenance and should be replaced at this time. In addition, this portion of King Street East falls within the Mixed Use Corridor and as such, appropriate streetscaping is proposed for such a corridor. Elgin Construction (969774 Ontario Limited), the low bidder, has done work of a similar nature within the local area and has proven the ability to perform the work specified in this contract. Engineering Services wishes to proceed with the reconstruction of King Street East (from Stirling Avenue to Madison Avenue) and Madison Avenue (from King Street East to Weber Street East). This work involves the replacement of the existing storm and sanitary sewers, watermain, road surface, curb, sidewalks, service connections, and streetscaping appropriate for the Mixed Use Corridor. Construction for this project is anticipated to take approximately 100 working days and is anticipated to have a construction start date of April 10th, 2006. CONCLUSION: Elgin Construction (969774 Ontario Limited) has done work of similar nature within the local area, has proven the ability and the necessary certification to perform the work specified in this contract. It is the recommendation of DTS Engineering Services that the project be awarded to Elgin Construction Limited (969774 Ontario Limited), at the corrected tender price of $3,347,398.32 (including contingency and 7% G.S.T.).
