RECOMMENDA TION
That Expression of Interest E06-078, Consultant Services - Duke Street West (Wellington Street
to Waterloo Street), be awarded to McCormick Rankin Corporation, Kitchener at their estimated
fee of $191,763.76, including a contingency of $16,446.29 & G.S.T., based on a satisfactory
contract being negotiated and an upset fee being established, and further that the Mayor and City
Clerk be authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND
Engineering Services wishes to proceed with the reconstruction of Duke Street from Wellington
Street to Waterloo Street, which involves the replacement of all underground services and
surface works including road, curb and gutter and sidewalk. The infrastructure has reached the
end of its' useful life and is in need of replacement. Additional work during the project will
include the rehabilitation of approximately SOm of watermain between Duke Street and
Reinhardt Street and may include the removal of potentially contaminated soils in the vicinity of
Shanley Street. Construction will be completed in 2008.
REPORT
In accordance with Chapter 170 of the Municipal Code pertammg to the Selection of
Professional Services/Consultants, a Consultant's Review Committee was established consisting
of L. Lynch, Manager, Engineering Infrastructure, M. Henderson, Supervisor of Engineering
Asset Management, S. Allen, Design & Construction Engineer, C. Curtis, Senior Project
Manager, and L. Gordon, Director of Purchasing.
Expressions of interest were advertised in The Record, on the City of Kitchener Home Page and
on the internet thorough the Ontario Public Buyers Electronic Tendering Information System
relative to this project. Documents were picked up by twelve (12) interested parties. By the
closing date of Tuesday August 29th, 2006, twelve (12) responses had been received. The
Review Committee met on Tuesday September 12th, 2006 to review the submissions. A shortlist
of four (4) Consultants was selected for further interviews.
The Review Committee met on Tuesday October 3rd, 2006 to interview the shortlisted
candidates. The Committee elected to award the project to McCormick Rankin Corporation,
Kitchener.
