HomeMy WebLinkAboutFIN-06-038 - E06-082 - Consultant Services - Road Reconstruction/Roads Program - Geotechnical Investigation/Design Report To: Mayor Carl Zehr and Members of Council Date of Meeting: 2006-10-16 Prepared By: Larry Gordon Date of Report 2006-10-10 Report No: FIN 06-038 Subject: E06-082 - Consultant Services - Road Reconstruction/Roads Program - Geotechnical InvestigationJDesign RECOMMENDA TION That Expression of Interest E06-082, Consultant Services - Road Reconstruction/Roads Program - Geotechnical Investigation/Design, be awarded to Naylor Engineering Associates Ltd, Kitchener at their estimated fee of $179,378.50, including disbursements of $37,260. and G.S.T., based on a satisfactory contract being negotiated and further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND The geotechnical investigation is being completed for all 2007 and 2008 reconstruction projects and the annual roads program. This is being completed in one assignment to allow for consistency in testing, analysis, design and reporting, as well as to identify any potential environmental issues prior to commencing the project. This is the first year of completing the program in this fashion which is the reasoning for doing both 2007 and 2008 projects. By completing the investigation for the 2008 projects, we will be one year ahead of construction which will allow us to identify and address environmental issues upfront, which will assist us both technically as well as in the budgeting process. REPORT In accordance with Chapter 170 of the Municipal Code pertammg to the Selection of Professional Services/Consultants, a Consultant's Review Committee was established consisting of L. Lynch, Manager, Engineering Infrastructure, M. Henderson, Supervisor of Engineering Asset Management, S. Allen, Design & Construction Engineer, C. Curtis, Senior Project Manager, and L. Gordon, Director of Purchasing. Expressions of interest were advertised in The Record, on the City of Kitchener Home Page and on the interuet thorough the Ontario Public Buyers Electronic Tendering Information System relative to this project. Documents were picked up by nine (9) interested parties. By the closing date of Friday September 8th, 2006, nine (9) responses had been received. The Review Committee met on Thursday September 21 S\ 2006 to review the submissions. A shortlist of four (4) Consultants was selected for further interviews. The Review Committee met on Thursday October 5th, 2006 to interview the shortlisted candidates. The Committee elected to award the project to Naylor Engineering Associates Ltd., Kitchener.
